Objective and Purpose of the Assignment
The objectives of this assignment are to support the Program Management Unit (PMU) of MISTI in ensuring
the effective and efficient delivery of the Program and align with the approved annual work plan and
budget. A national Program Management Specialist will be recruited to deliver the tasks specified in
detailed tasks. The Specialist will coordinate closely with all the program consultants to ensure the
deliverables of all consultants are efficiently achieved.
Scope of Work
The Specialist will be initially engaged for 36 months across Tranche 1 and will be based at the PMU
office of MISTI. The extension of the Specialist’s contract shall be subject to satisfactory performance
and mutual agreement by both parties. The Specialist will work in close coordination with the Program
Design and Implementation Assistance Consultant (PDIAC) team and liaise with relevant departments within
MISTI. The Specialist will report directly to the Program Director and Program Manager of the PMU. The
Specialist may be required to conduct field visits as needed.
Detailed Tasks and/or Expected Output
The Specialist will carry out to the following tasks (but not limited to):
(i) Support the PMU in preparing the annual work plan and budget.
(ii) Assist the PMU in monitoring program implementation progress.
(iii) Liaise with the PDIAC and other stakeholders involved in the program, as necessary.
(iv) Identify and address capacity gaps within the program team or implementing agencies.
(v) Provide support in procurement processes and related documentation.
(vi) Assist in the development of program monitoring and evaluation tools, including periodic reporting.
(vii) Contribute to the design and implementation of capacity building programs.
(viii) Perform other duties as may be reasonably required for effective program implementation.
Minimum Qualification Requirements
The Specialist shall have a post-graduate degree in a relevant field (e.g., business, management,
economics, finance); at least 8 years of experience in project management, particularly within the
public sector; experience with ADB or other donor-funded projects; experience in specific areas like
financial management, IT-related project management and evaluation system and reporting; proficiency in
spoken and written English language is essential.
