Objective and Purpose of the Assignment

The objectives of this assignment are to support the Program Management Unit (PMU) of MISTI on
regulatory and policy aspects for water supply services. A national Water Supply Regulation Specialist
will be recruited to deliver the tasks specified in detailed tasks. The Specialist will coordinate
closely with all the program consultants to ensure the deliverables of all consultants are efficiently
achieved.

Scope of Work

The Specialist will be initially engaged for 36 months across Tranche 1 and will be based at the PMU
office of MISTI. The extension of the Specialist’s contract shall be subject to satisfactory performance
and mutual agreement by both parties. The Specialist will work in close coordination with the Program
Design and Implementation Assistance Consultant (PDIAC) team and liaise with relevant departments within
MISTI. The Specialist will report directly to the Program Director and Program Manager of the PMU.

Detailed Tasks and/or Expected Output

The Specialist will carry out to the following tasks (but not limited to):
(i) Review existing laws, sub-decrees, and regulations governing the water supply sector in Cambodia,
including licensing, service standards, and tariff-setting mechanisms.
(ii) In coordination with the PDIAC, identify regulatory gaps and provide recommendations for
strengthening oversight mechanisms and institutional responsibilities.
(iii) Support the development or refinement of national guidelines, standards, and technical regulations
to enhance service quality, operational efficiency, and financial sustainability of water utilities.
(iv) Review the financial capacity of the private water operators in the program areas and additional
resources required to augment / expand the system
(v) Support MISTI in coordinating with the PDIAC on regulatory aspects
(vi) Review of the tariff-setting framework to ensure cost recovery, affordability, and transparency.
(vii) Review of the proposed joint billing system and make recommendations for improvement.
(viii) Provide regulatory inputs to feasibility studies and detailed engineering design prepared by the
PDIAC.
(ix) Review institutional arrangements and O&M strategies proposed by the PDIAC to ensure alignment with
national regulatory frameworks.
(x) Provide guidance on the framework for issue of Licensee and due diligence on the proposals to ensure
sustainability of the schemes.
(xi) Review time bound action plan of the private water operators for expansion of the infrastructure
and water distribution network to ensure coverage within Licensee area.
(xii) Review the periodical progress of the private water operators to ensure Licensee area coverage,
water supply connectivity coverage and monitoring of KPIs.
(xiii) Contribute to the preparation of policy briefs, reports, and presentations as required by the PMU
and ADB.
(xiv) Facilitate consultations and workshops to build consensus on regulatory reforms and sector
improvements.
(xv) Support data collection and analysis for regulatory performance indicators.

Minimum Qualification Requirements

The Specialist shall hold a bachelor’s degree in public policy, law, engineering (water supply) or a
related field; a master’s degree is an advantage. A minimum of 10 years of experience in the water
supply and sanitation sector, including at least 3 years of experience in policy reform. Prior
experience working on projects funded by multilateral or bilateral development partners is essential,
and experience with a water utility is preferred. Fluency in both Khmer and English is required, along
with strong teamwork and communication skills.
