Main Purpose of the Job:
IRC Afghanistan has been working with conflict and natural disaster affected communities in Afghanistan since 1988. Its Humanitarian Program has 9 field offices outside of Kabul, including offices at Nangarhar, Logar, Paktia, Khost, Helmand, Laghman, Badghis and Herat provinces. The priority outcomes of EH is to ensure that people are protected from water, sanitation, and hygiene-related diseases. The overall purpose of the position is to contribute to health improvement though improved access to sustainable WASH services. The purpose of the Field site Engineer position is to provide overall on-site supervision of contractors and ensure that the quality of construction works meets SPHERE, MRRD and other standards. Manage and monitor the rehabilitations and construction of the appropriate water and sanitation facilities in the communities and Health facility clinics, including development of architectural/ engineering designs and BoQs.
Duties and Responsibilities:
General Duties
- Conduct technical surveys and feasibility assessments for water supply schemes (gravity-fed, pumped, or hybrid systems).
- Prepare detailed engineering designs, hydraulic calculations, and pipe network layouts.
- Develop Bills of Quantities (BoQs), cost estimates, and technical specifications for procurement.
- Ensure designs comply with national WASH standards, donor requirements, and environmental safeguards.
- Ensure quality construction of all water supply infrastructures and ensuring good maintenance and sustainable processes are put in place.
- Identify gaps in the infrastructure in the project sites and recommend for appropriate corrective actions and follow up on functionality.
- Following up the procurement process with supply chain team at field and Kabul level
- Conduct meeting with contractors, CDCs, and Schools management shuras regarding the progress and quality of construction activities

- Take lead for selection of communities with relevant Govt departments and other stakeholders for WASH interventions
- Lead implementation of sanitation facilities at community level.
- Lead water quality tracking and chlorination of water points at community and institutions level.
Specific Duties:
- Carry out Surveys, need assessments, make designs, and supervise constructions of boreholes, shallow wells, water yard facilities, pipe scheme networks rehabilitation and other area where required.
- Review and validate as-built technical drawings, BOQs and scope of work for all planned constructions and rehabilitations of the related project activities.
- Conduct water quality tests for the water points constructed or rehabilitated by organization at community and schools’ level.
Requirements:
- Water, Civil or Sanitation Engineer, or related university degree
- 2 -3 years’ experience in the field and in managing and implementing Water and Sanitation programs in war affected areas or rural and remote environments
- Good knowledge of Engineering design software AutoCAD, Water Gems, Civil-3D and Arch-Map Familiarity or experience with SPHERE Standards
- Communication and reporting skills
- Fluency in Pashto, Dari and English
- Computer skills (including MS Word, Excel, and internet) an advantage
- Ability to work closely, professionally, and constructively with all others regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background
- Ability to work with GPS and Arch-Map
