POSITION PURPOSE The WASH Program Director (PD) leads iDE Cambodia’s Water, Sanitation and Hygiene (WASH) team, which includes the country office’s current work in sanitation and solid waste management programming plus potential work in water and other WASH areas. The PD oversees the WASH team’s senior managers and provides vision, leadership, technical know-how, financial control, and managerial acumen to strengthen, grow and improve iDE Cambodia’s program portfolio. The PD also drives the iDE WASH team’s business development within Cambodia and liaises with funders and core stakeholders in the WASH sector and Cambodian government.

PROGRAM BACKGROUND iDE believes in powering entrepreneurs to end poverty. By focusing on the private sector and resolving barriers and constraints, iDE leverages the power of local businesses to serve customers with sanitation and waste collection in areas previously without access. iDE facilitates the development, promotion and adoption of products and services that address customer and business needs while remaining aspirational, affordable, and market viable.

iDE Cambodia led the first market-based sanitation program to reach scale in the developing world, Sanitation Marketing Scale-Up (SMSU). The program has maintained its impact, and since 2009 has facilitated the sale of over 410,000 affordable latrines to those who had no sanitation before, equating to one in five of all rural Cambodians. As the sanitation market has evolved in Cambodia, iDE has continued to introduce new products and services to local markets. Going forward, iDE’s sanitation priority lies in reaching the most climate vulnerable households still without sanitation and expanding access to safe latrine pit emptying services.

In 2022, iDE began applying its market-based development experience to expanding waste collection services and improving the livelihoods of entrepreneurs working in the circular economy space. iDE’s Waste Management Market Acceleration (WaMA) project, based in Boribo District, Kampong Chhnang, has expanded waste collection services from approximately 400 households to nearly 2,000 today. Based on the lessons learned in the first phase of WaMA, iDE intends to scale the program to expand waste collection and safe disposal services across rural Cambodia and other underserved areas of the country.

RELATIONSHIPS The primary professional relationships within iDE include the following

  • Reports directly to the iDE Cambodia Country Director
  • Directly supervises senior managers of iDE Cambodia WASH team and is responsible for oversight for :50 iDE Cambodia WASH personnel
  • Collaborates with other iDE programs and staff as needed, including participation in the iDE Cambodia Senior Management Team
  • Collaborates with iDE Global WASH Director and other iDE Global program staff

Management Responsibilities The WASH PD has direct responsibility over all iDE Cambodia WASH projects in achieving project and programmatic goals, including effective management of finances, operations, and human resources.

  • Strategy: Support development of vision, goals and strategy for the WASH Program in line with iDE’s mission, values, and goals and in collaboration with the Country Director, program staff, WASH Global Director, donors, and other stakeholders.
  • Leadership: Motivate, guide, coach, and set a positive example for staff. Ensure that staff understand and keep their efforts directed toward achieving iDE’s mission. Foster an organizational culture that balances a strong commitment to results with respect and care for individuals.
  • Staff management: Recruit, develop, and retain diverse personnel with the necessary skills, experience, and aptitudes. Encourage teamwork, superior performance, and mission commitment.
  • Operations: Develop organizational structures, procedures, work plans, and budgets and allocate resources to achieve goals on time and on budget.
  • Learning: Ensure that iDE is up-to-date on current thinking, practice, and activities in the field of WASH market development and is linked with relevant networks. Develop a deep understanding of iDE’s customers and their needs. Question assumptions, iterate, and continuously improve on WASH processes and strategies.
  • Financial control: Oversee project budgets, control costs, and collaborate with the iDE Cambodia financial team to ensure sound financial accounting and reporting.
  • Reporting: Ensure clear and timely communication with donors, project stakeholders, and members of the iDE team, in line with project agreements and organizational policies. Meet regularly with the iDE Cambodia Country Director and the iDE Global WASH Director.
  • Compliance: Ensure compliance with iDE policies and procedures, relevant laws of the Royal Government of Cambodia, and agreements with donors and clients.
  • Partner relations: Manage relationships with clients, donors, consultants, advisors, and relevant stakeholders.
  • Fundraising: Contribute to the identification of funding opportunities, actively cultivate in-country partnerships, and drive development and submission of funding proposals with assistance from iDE Cambodia staff and Global Fund Development team

Technical Responsibilities

  • Lead the design of new projects and the on-going refinement of existing projects including through the development of project proposals, work plans, timelines, budgets, and activities
  • Provide technical support and backstopping on WASH market development activities including technical innovation, market research and analysis, intervention design, implementation, and monitoring and evaluation.
  • Ensure timely submission of project reports, research reports, and other reports as required by iDE, clients, and donors.

TRAVEL This position will include considerable domestic travel and may require occasional international travel. In accepting this offer you confirm that you have no impediments to such travel.

Requirements

  • Degree in Development, WASH themes, Business Management, or other relevant fields or equivalent experience preferred; Master’s degree or higher preferred
  • 5 years of relevant managerial experience required; 8 years or more preferred
  • Technical knowledge of WASH, waste management and/or other relevant areas such as market systems development, gender, climate, resilience, and nutrition
  • Proven know-how in monitoring and evaluation and adaptive management. Ability to analyze and synthesize data and research for decision making.
  • Proven track record of working in a multicultural environment
  • Proven ability to manage and effectively use financial management information systems
  • Excellent written and oral communication skills. English business fluency required, proficient Khmer language skills strongly preferred
  • Proficiency in MS Office suite; experience with G Suite preferred
  • Strong interpersonal skills and the ability to communicate effectively with a range of constituencies and lead a strong team in a diverse community
  • Ability to think innovatively and to see where opportunities exist for iDE to use technology (GIS, ICT, etc.) for planning and implementing operations
  • Strong management and problem-solving skills; effective use of independent judgment

Benefits The initial duration for this position is two years, pending a combination of performance, project extension, and program expansion. The salary for this position is subject to negotiation and benefits are standard based on iDE policy.
