To provide a comprehensive; evidence-based analysis of the BE in six African countries*; focusing on sector growth; jobs; value chains; and government strategies; with actionable recommendations for sustainable job creation and inclusive economic development.*The six countries currently selected are Sierra Leone; Ghana; Liberia; South Africa; Mozambique; and Seychelles; with the possibility of substitution or addition of Nigeria.The firm will conduct various analytical tasks that will contribute to multiple deliverables.  The analysis will include; inter-alia; *Quantitative and qualitative assessment of blue jobs in key oceanic sectors (fisheries; mariculture; coastal tourism); assessing size; distribution; poverty rates; and workforce characteristics (formal/informal; gender; seasonal/migratory labor). This includes fisheries-related activities/sectors potentially not currently available from existing sources and that require additional data collection. *Value chain mapping and assessment to capture direct and indirect economic and employment impacts of the blue economy.*Reviews of existing policies and projects; assessment of strengths and gaps; and development of high-level policy recommendations.*Documentation of case studies from regional experiences and facilitating knowledge exchange through stakeholder dialogues and workshops.*Coordination with World Bank teams on gathering relevant data and validating findings from macroeconomic; jobs; and poverty modeling conducted by the World Bank*Support in synthesizing; revising; and reviewing final study deliverables such as briefs or consolidated/synthesis reports as needed. *Consultations with stakeholders on overall findings and knowledge exchange.
