The salary range for this position is $8,000 to $9,000 per month (dependent upon experience).
 

Summary of Work

This position will provide leadership to the newly formed Transboundary Watershed Management Section (Transboundary Section). The Transboundary Section is dedicated to promoting sound water resource management and protecting North Dakota’s water resources for the benefit of the state and its residents. The Section consists of a Manager and three team members. 

Duties and Tasks

  • Foster strong working relationships with counterparts in neighboring states, Canadian provinces, tribal governments, and federal agencies to ensure cooperative watershed planning and management.
  • Provide technical support to the agency on transboundary issues.
  • Analyze complex hydrological, environmental, and legal data to address transboundary issues.
  • Active participation in a wide range of interstate, interagency, and international efforts to stay informed on water resource issues that span multiple jurisdictions and affect North Dakota. 
  • Negotiate and help implement agreements on shared water usage, pollution control, and conservation efforts.
  • Align policies and practices with international or inter-jurisdictional agreements.
  • Stay informed on emerging water resource issues, trends, and policy developments across jurisdictions that may affect North Dakota’s interests.
  • Track legislative, regulatory, and project-related developments in other states, provinces, and federal agencies that may influence the availability, quality, or management of water resources in North Dakota.
  • Conduct impact assessments and prepare briefings or reports to inform leadership and support proactive decision-making.
  • Serve as a liaison to ensure that North Dakota’s interests are represented in cross-border discussions and planning initiatives.
  • The Transboundary Section will also provide support to the Technical Review and Response Section at the DWR. The Manager is expected to have a solid grasp of hydrologic and hydraulic modeling as well as an understanding of federal, state, and local floodplain regulations.
     

Minimum Qualifications

  • Requires a Bachelor’s degree in the field of Engineering or a field related to the requirements of this position. 
  • A minimum of 4 years of experience in Engineering, Water Resources Management, or in a field related to the requirements of the position. 
  • Experience with hydrologic and hydraulic modeling, as well as Geographic Information Systems.
  • Registered as a Professional Engineer (PE) or able to obtain PE licensure within 12 months of assuming the role. 
  • Must possess excellent oral, written, and interpersonal communications skills. 
  • Attention to detail and willingness to work as part of a team.
  • Must be able and willing to travel as necessary.
     

Preferred Qualifications

  • Experience working on transboundary issues.
  • Experience working with state and federal agencies.
  • Demonstrated leadership experience overseeing daily team operations and managing direct reports.
  • Skilled in public speaking and delivering presentations.
