Objective and Purpose of the Assignment

Background:
The Asian Development Bank (ADB) and the Royal Government of Cambodia (RGC), with the support of the
Agence Française de Développement (AFD), have initiated the preparation of the proposed Livable,
Resilient and Water-Secure Cities Investment Program (‘LRWSCIP’). The proposed program will support
priority short- to long-term investments in urban planning, water supply, sanitation, solid waste, and
wastewater management infrastructure, along with related institutional strengthening activities. These
investments are essential to expand resilient urban services and enhance water security in Cambodian
cities.

LRWSCIP will prioritize 14 cities and 12 districts across the Mekong, Tonle Sap and coastal regions. The
expected outcome is resilience, coverage, and sustainability of water supply, sanitation, and other
urban services in 14 provinces expanded, improved, and strengthened. This will be achieved through
three outputs: (i) Output 1: Climate- and disaster-resilient urban planning strengthened, (ii) Output 2:
Resilience of urban flood risk, drainage, and sanitation management enhanced, and (iii) Output 3: Urban
water supply services resilience improved.

Implemented through a multi-tranche financing facility (MFF), the proposed program is expected to span
12 years and comprise four investment tranches, with the initial tranche scheduled for 2026-2032.1 The
Ministry of Industry, Science, Technology & Innovation (MISTI) will serve as both executing agency (EA)
and implementing agency (IA), overseeing Output 3. The Ministry of Land Management, Urban Planning and
Construction (MLMUPC) and the Ministry of Public Works and Transport (MPWT) will act as IAs and will
oversee Output 1 and Output 2, respectively.

Objectives:
The objectives of this assignment are to support the Program Management Unit (PMU) of Ministry of Land
Management, Urban Planning and Construction (MLMUPC) in ensuring the effective and efficient delivery of
the Program and align with the approved annual work plan and budget. A national Program Coordinator will
be recruited to deliver the tasks specified in Section “Detailed Tasks and/or Expected Output”. The
Specialist will coordinate closely with all the program consultants to ensure the deliverables of all
consultants are efficiently achieved.

Scope of Work

The Consultant will support the PMU and Program Manager to deliver high-quality GIS and mapping support
to the Program Management Unit (PMU) of MLMUPC. The Specialist will coordinate closely with all the
program consultants to ensure the deliverables of all consultants are efficiently achieved. The
Specialist will work in close coordination with the Program Implementation Assistance Consultant (PIAC),
service provider to upgrade the Spatial Land Use Platform (SLUP) and the consultancy firm in charge of
improving the regulatory and policy frameworks to support more efficient and climate-resilient urban
planning and land use management, and liaise with relevant departments within MLMUPC. The Specialist may
be required to conduct field visits as needed.

Detailed Tasks and/or Expected Output

The Specialist will carry out to the following tasks (but not limited to):
(i) Coordinate with PIAC GIS specialist and SLUP service provider to support integration of spatial
data, including land use plans and urban planning/land management information, into the platform.
(ii) Liaise with the SLUP service provider to identify and resolve technical issues or system
malfunctions.
(iii) Collect and compile spatial and planning data from MLMUPC departments and relevant provincial
departments for inclusion in the platform.
(iv) Facilitate and support the SLUP service provider during data collection and verification processes,
including coordinating field activities if needed.
(v) Prepare maps and visualizations as requested by the PMU or other relevant stakeholders for planning,
reporting, and communication purposes.
(vi) Contribute to reviewing and updating Ministry’s Decision No. 52 on Colouring Standards and Map
Legend for All Levels Spatial Plan in Cambodia dated 28th June 2007.
(vii) Maintain organized and up-to-date GIS databases and ensure data consistency, accuracy, and
compliance with national spatial data standards.
(viii) Contribute to capacity building of MLMUPC and provincial staff on GIS tools and the use of the
SLUP platform, if requested.
(ix) Provide on-job training to MLMUPC staffs.
(x) Prepare work plans and reports as required and submit to the LRWSCIP management.
(xi) Perform other duties as assigned by Management Team.

Minimum Qualification Requirements

The Specialist shall hold a bachelor’s degree in geography, geoinformatics, urban or regional planning,
environmental science, civil engineering, or a related field; a master’s degree is an advantage. The
candidate should have at least 7 years of professional experience in GIS, spatial planning, or land use
management, with demonstrated experience in managing and maintaining GIS platforms and coordinating with
IT service providers. Proficiency in GIS software such as ArcGIS or QGIS, familiarity with spatial
databases and standards, and experience in preparing thematic maps are essential. Prior experience
working with government agencies, particularly in urban or land use planning, and with donor-funded
projects is highly desirable. Strong coordination, communication, and data management skills, along with
fluency in Khmer and English, are required.
