Objective and Purpose of the Assignment

Background:
The Asian Development Bank (ADB) and the Royal Government of Cambodia (RGC), with the support of the
Agence Française de Développement (AFD), have initiated the preparation of the proposed Livable,
Resilient and Water-Secure Cities Investment Program (‘LRWSCIP’). The proposed program will support
priority short- to long-term investments in urban planning, water supply, sanitation, solid waste, and
wastewater management infrastructure, along with related institutional strengthening activities. These
investments are essential to expand resilient urban services and enhance water security in Cambodian
cities.

LRWSCIP will prioritize 14 cities and 12 districts across the Mekong, Tonle Sap and coastal regions. The
expected outcome is resilience, coverage, and sustainability of water supply, sanitation, and other
urban services in 14 provinces expanded, improved, and strengthened. This will be achieved through
three outputs: (i) Output 1: Climate- and disaster-resilient urban planning strengthened, (ii) Output 2:
Resilience of urban flood risk, drainage, and sanitation management enhanced, and (iii) Output 3: Urban
water supply services resilience improved.

Implemented through a multi-tranche financing facility (MFF), the proposed program is expected to span
12 years and comprise four investment tranches, with the initial tranche scheduled for 2026-2032.1 The
Ministry of Industry, Science, Technology & Innovation (MISTI) will serve as both executing agency (EA)
and implementing agency (IA), overseeing Output 3. The Ministry of Land Management, Urban Planning and
Construction (MLMUPC) and the Ministry of Public Works and Transport (MPWT) will act as IAs and will
oversee Output 1 and Output 2, respectively.

Objectives:
The objectives of this assignment are to support the Program Management Unit (PMU) of Ministry of Land
Management, Urban Planning and Construction (MLMUPC) in ensuring the effective and efficient delivery of
the Program and align with the approved annual work plan and budget. A national Program Coordinator will
be recruited to deliver the tasks specified in Section “Detailed Tasks and/or Expected Output”. The
Specialist will coordinate closely with all the program consultants to ensure the deliverables of all
consultants are efficiently achieved.

Scope of Work

The Consultant will support the PMU and Program Manager in planning, coordination, and monitoring of the
program, including preparation of annual, quarterly, and monthly work plans, budgets, and progress
reports. Tasks include tracking implementation progress, supporting procurement and documentation,
developing monitoring and evaluation tools, and providing technical backstopping to the program team.
The Consultant will liaise with ADB, the Program Implementation Assistance Consultant (PIAC), the
Spatial Land Use Platform (SLUP) service provider, other consultancy firms, and stakeholders to ensure
effective communication, coordination, and risk management, while identifying and addressing capacity
gaps and contributing to capacity building initiatives. The Consultant will also ensure quality
assurance in line with ADB procedures, alignment of activities with national policies and regulations,
and foster partnerships and synergies to enhance program impact, while performing other duties as
required to support effective implementation. The Consultant may be required to conduct field visits as
needed.

Detailed Tasks and/or Expected Output

The Specialist will carry out to the following tasks (but not limited to):
(i) Support the PMU in preparing the annual work plan and budget;
(ii) Support Program Manager in developing strategy, implementation plan and monitoring program
implementation progress;
(iii) Support Program Manager in preparation of monthly, quarterly and annual technical workplans and
budgets and progress report by program implementation team and ensure their timely submission;
(iv) Assist the PMU in monitoring program implementation progress;
(v) Liaise with the PIAC, SLUP service provider, consultancy firm and any other stakeholders involved in
the program, as necessary.
(vi) Identify and address capacity gaps within the program team or implementing agencies;
(vii) Provide support in procurement processes and related documentation.
(viii) Assist in the development of program monitoring and evaluation tools, including periodic
reporting;
(ix) Contribute to the design and implementation of capacity building programs;
(x) Liaise with the ADB in tracking, management and update of program risks and provide corrective
recommendation where possible;
(xi) Provide effective communication, coordination and cooperation between the program implementation
team;
(xii) Build synergies partnership with key partners to ensure greater impact of the program;
(xiii) Work closely with ADB in providing overall quality assurance for the program based on ADB policy
and procedures;
(xiv) Ensure program activities are fully aligned with national policies, law and regulation;
(xv) Perform other duties as may be reasonably required for effective program implementation.

Minimum Qualification Requirements

The Specialist shall have a post-graduate degree in a relevant field (e.g., business, management,
economics, finance); at least 8 years of experience in project management, particularly within the
public sector; experience with ADB or other donor-funded projects; experience in specific areas like
financial management, IT-related project management and evaluation system and reporting; proficiency in
spoken and written English language is essential.
