Why does the job exist?

The purpose of this position is to provide customer assistance to the public with inquiries related to water rights, perform technical review of water right applications, monitor permit holders to insure compliance with permit conditions, conduct investigations and compile water right documentation for alleged illegal uses, compile water rights documentation for aggrieved or protested water rights applications, perform water level measurements, process related water documents into the WATERS database, and provide customer assistance to the public on water rights applications.

How does it get done?

1. Incumbent must strive for consistency in accordance with state law, rules and regulations, and the policies of the State Engineer/Interstate Stream Commission.
2. Analyze water right applications for completeness.
3. Prepare and review legal notices for publication.
4. Prepare memorandums recommending approval or denial of water right applications.
5. Abstract water rights files and enter information into the WATERS Database system.
6. Make recommendations on all types of well construction and well permits.
7. Incumbent should be able to complete job duties independently.
8. Field-work measuring depth to water table, determining irrigated acreage, reading meters, determining water usage, responding to complaints.
9. Identify irrigated acreage, well locations, and conveyances, utilizing GPS and GIS applications.

Incumbent will assist the general public regarding water rights inquiries whether in person, sub office locations, by telephone, in writing or email.

Ideal Candidate

The ideal candidate should have the following skill set:

1. Ability to perform technical writing and review complex information/data.
2. Possess excellent customer service skills and experience.
3. Ability to work independently with little supervision.
4. Ability to express complex issues verbally and in writing to supervisors, coworkers and the general public.
5. Experience with New Mexico Statutes and Administrative Guidelines, Rules & Regulations as they relate to water rights and/or natural resources administration.
6. Experience with basic groundwater and surface water flow modeling, and aquifer testing.
7. Experience using GIS software, including creating and maintaining maps and geodatabases.
8. Experience evaluating water resources data, performing an in depth analysis, and the preparation of moderately complex water resources reports.

Minimum Qualification

Bachelor’s Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering and two (2) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver’s License.
