JOB DESCRIPTION

This position is responsible for ensuring that all State and Federal compliance components of the Clean Water Financing program are met. This includes State program compliance for Stormwater Local Assistance Fund Grants as well as Federal compliance for the Clean Water Revolving Loan Fund program. This will include Needs Assessment surveys, annual and quarterly reporting, BA-BA/IIJA/Davis-Bacon program development and compliance, and annual solicitation periods are met. This position will work closely with the Program Improvement staff to ensure that needed training, internal operating procedures, and external guidance are developed and maintained to ensure continuity of operations and the most efficient and effective use grant and loan monies.

RESPONSIBILITIES

This position is responsible for managing and leading teams and planning and program development.  Collaborates in the development of the Agency strategic plan. Advises executive management on status of existing programs and recommended changes. Compiles reports on program functions for reporting to the Director, Cabinet Secretary, Governor, Legislature, the regulated community and the public. Funding Program Management. Directs the Office programs by establishing program priorities, providing guidance on non-routine issues and taking action to improve the technical and programmatic components of programs. Ensure that the Office of Clean Water Finance grant and loan programs meet and maintain compliance with all Federal and State Water laws, regulations, procedures and policies, grant and loan programs. Monitor workflow and assign responsibilities to ensure deadlines are consistently met. Conduct quality assurance reviews of staff outputs to ensure accuracy and adherence to program standards. Strive toward a more engaged and informed community through leadership and personal involvement. Provide leadership and oversight to document management activities within CWFAP units. Assist CWFAP leadership in drafting, updating, and publishing program guidelines and guidance documents. Develop and deliver internal and external training to support program staff, local governments, and stakeholders. Collaborate with program managers to standardize compliance processes and improve efficiency.

QUALIFICATIONS

  • Combination of education or training with major coursework in engineering, natural and physical science or related field. 
  • Direct experience in grant or loan administration, program compliance or environmental program management. 
  • Supervisor or team leadership experience. 
  • Preferred knowledge of stormwater, wastewater and water quality management programs in Virginia.
