Objective and Purpose of the Assignment
The Senior Water Resource Consultant will support CPIU Bappenas technical expertise in water resource
management to inform FMNJP planning, risk analysis, and reporting. The expert will contribute to
strategic assessment of priority areas, support coordination with water sector policies, and enhance the
quality and consistency of technical inputs into Bappenas’ project documents, including the OWP, AWP,
and quarterly progress reports. Key objectives of the Senior Water Resources Consultant are as follows:
1) Ensure the integration of strategic data and analysis into actionable project planinng frameworks in
North Java;
2) Develop strategic recommendations and plans to support the achievement of of program goals.
Scope of Work
- Analyze regional master plans, national strategies, and regulatory frameworks related to flood
management in North Java; - Develop and consolidate baseline datasets on hydrology, flood history, infrastructure systems, and
water resource conditions; - Conduct technical analysis of flood risk maps and related spatial datasets to assess hazard,
exposure, and system performance; - Identify priority geographic areas for integrated flood risk management based on technical, social,
and institutional criteria; - Review the FMNJP Overall Work Plan (OWP) and Annual Work Plan (AWP) from a water resource management
perspective; - Prepare progress reports on the Strategic issues in the North Java Region;
- Other activities as requested by the Directorate of Water Resources, Bappenas to support the project
outcome and North Java Flood Management.
Detailed Tasks and/or Expected Output
- Finalised the review documents of Project OWP and AWP include, focusing on water resources;
- Database on baseline datasets and Maps of the North Java Region;
- Review Summary of Flood Risk Management Planning and Regulation Gaps
- Preliminary Flood Disaster Risk analysis
Minimum Qualification Requirements
1) Minimum Bachelor’s degree in relevant fields of Civil Engineering/Water Resources Engineering;
2) Experience in working minimal 1 (one) job within the last four years in government/institution of
private sector proven the contract or other document;
3) Have at least 15 (fifteen) years of professional experiences;
4) Have at least 7 (seven) years of work experience in water resources with bachelor’s degree and
minimum have SKA Ahli Muda of Water Resources; or 4 (four) years of work experience in water resources
with master’s degree and minimum have SKA Ahli Muda of Water Resources;
5) Have at least 3 (three) years of work experience in flood management;
6) Having experience in coordinating and synchronizing planning and implementation projects/programs
across multiple sectors and stakeholders in the water resources;
7) Having experience in water resources projects funded by international
agencies/institutions/organizations;
8) Having experience in national development and planning program related to water resources;
9) Having experience in writing policy paper/study/book;
10) The contract value of the similiar work within the last 10 (ten) years less equal to 50% of the HPS
proven the contract or other document.
Minimum General Experience: 15 Years
Minimum Specific Experience (relevant to assignment): 7 Years
