Objective and Purpose of the Assignment
The Junior Water Resource Consultant will support CPIU Bappenas in The Junior Water Resource Consultant
will support CPIU Bappenas by providing technical and analytical support in water resource planning,
data assessment, and performance monitoring for FMNJP activities, ensuring the alignment of project
planning and implementation with flood risk management objectives and regulatory frameworks.
Scope of Work
The scope of work of the Junior Water Resources Consultant is as follows:
- Review and synthesise relevant regulations, planning documents, and technical guidelines related to
flood and water resource management; - Compile and structure baseline hydrological, infrastructural, and environmental data for project
planning and analysis; - Contribute to technical analysis of flood risk data in coordination with senior experts and GIS teams;
- Identify and assess key data and indicators to support strategic planning and monitoring frameworks;
- Conduct field data validation of FMNJP activities;
- Review the FMNJP Overall Work Plan (OWP) and Annual Work Plan (AWP) and provide technical inputs from
a water resource perspective; - Conduct coordination with PMU, CPIUs, and other related agencies to support the achievement of FMNJP
project outcomes and Flood Management in North Java; - Other activities as requested by the Directorate of Water Resources, Bappenas to support the project
outcome and North Java Flood Management.
Detailed Tasks and/or Expected Output
The expected outputs for the Junior Water Resource Consultant are as follows:
- Compiled technical documentation and summary of regulations and plans;
- Baseline Database and technical notes;
Minimum Qualification Requirements
1) Minimum Bachelor’s degree in relevant fields of Civil Engineering/Water Resource Engineering;
2) Experience in working minimal 1 (one) job within the last four years in government/institution of
private sector proven the contract or other document;
3) Have at least 5 (five) years of professional experiences;
4) Have at least 3 (three) years of work experience in field of water resource;
5) Have work experience in flood management;
6) Having experience in coordinating and synchronizing planning and implementation projects/programs
across multiple sectors and stakeholders in the water resources;
7) Having experience in water resources projects funded by international
agencies/institutions/organizations;
8) Having experience in national development and planning program related to water resources;
9) Having experience in writing policy paper/study/book;
Minimum General Experience: 5 Years
Minimum Specific Experience (relevant to assignment): 3 Years
