For Hiring Independent Engineer (IE) for Water Resources Development Works
Vijayavahini Charitable Foundation (VCF), Andhra Pradesh
1. Background
Vijayavahini Charitable Foundation (VCF) is implementing a range of Water Resources Development (WRD) works in Andhra Pradesh, aimed at improving irrigation, drinking water security, and sustainable livelihoods. The interventions include construction and upgradation of check dams, diversion-based irrigation systems, renovation of tanks, and small-scale water harvesting and recharge structures.
To ensure quality assurance, transparency, and technical validation, VCF seeks to engage an Independent Engineer (IE) to provide independent oversight, verification, and certification of WRD works.
2. Objectives of the Assignment
The overall objective is to ensure that water resources development works undertaken by VCF are:
• Technically sound and conform to approved designs, drawings, and quality standards.
• Executed within stipulated timelines, budget, and specifications.
• Monitored, documented, and certified for physical and financial completion.
3. Scope of Work
The Independent Engineer will perform, but not be limited to, the following tasks:
1. Design and Technical Review
•Review and validate designs, estimates, and DPRs prepared for WRD works.
•Recommend improvements/modifications, if required.
2. Quality Assurance
• Monitor construction quality through field visits.
•Verify materials, workmanship, and adherence to specifications.
3. Progress Monitoring
• Assess physical and financial progress against approved timelines.
• Flag delays, deviations, or risks with corrective action suggestions.
4. Certification & Reporting
• Provide stage-wise and final completion certification of works.
• Submit monthly/quarterly progress reports with photographs and observations.
• Validate bills/invoices for completed works, wherever required.
4. Deliverables
• Inception Report within 15 days of commencement.
• Monthly/Quarterly Reports summarizing progress, quality, and compliance.
• Stage-wise Certificates for major construction milestones.
• Final Completion Report & Certification of WRD works.
5. Duration of Assignment
The Independent Engineer shall be engaged for a period of 12 months (extendable based on project requirements and performance).
6. Qualifications & Experience
• Graduate/Postgraduate in Civil/Water Resources/Irrigation Engineering.
• Minimum 10 years of experience in design, execution, and monitoring of water resources projects (check dams, irrigation structures, tanks, drinking water pipelines, etc.).
• Proven track record of independent quality assurance/technical monitoring assignments with government/CSR/NGO/INGO projects.
• Familiarity with rural water infrastructure, irrigation technologies, and community-based water management.
• Strong documentation and reporting skills.
7. Reporting & Coordination
The Independent Engineer will report to the CEO – VCF and work in close coordination with the project technical team.
8. Payment Terms
• Payment will be made on a milestone basis, linked to deliverables and submission of satisfactory reports/certifications.
• TDS and applicable statutory deductions will be made.
9. Application Process

1. Technical Proposal – Detailing relevant experience, methodology, team composition (if firm), and understanding of the assignment.
2. Financial Proposal – Fee structure linked to deliverables.
3. Supporting Documents – CV(s), registration certificates (if firm), and proof of similar assignments.
