Objective and Purpose of the Assignment

The objective of this assignment is to provide specialized technical expertise to support the DJB and
the ADB in updating and finalizing the technical documents for the proposed Delhi Water Supply
Improvement Project and ensuring that the project design meets international good practices and ADB
requirements. Detailed Project Reports (DPRs) often face challenges such as insufficient feasibility
analysis, fragmented integration of water supply and wastewater components, limited consideration of O&M
and performance-based contracting, inadequate incorporation of digital systems like SCADA and GIS, and
gaps in addressing climate resilience, energy efficiency, and reuse strategies. To address these issues,
the expert will guide high-level technical design updates and ensure that final DPRs and related
technical documents reflect integrated water supply and wastewater planning, updated hydraulic modeling
and demand forecasting for 24/7 water supply and NRW reduction, and designs that embed resilience,
sustainability, and energy efficiency. The expert will also ensure inclusion of digital integration
(SCADA, GIS-based asset management, and smart metering readiness), operational sustainability through
O&M-embedded performance-based contracts and PPP/HAM options, and compliance with ADB technical and
procurement standards. In addition, the expert will review and provide structured feedback on DPRs
prepared by the government-hired firm, support preparation and quality assurance of bidding documents
for major works and goods packages and coordinate closely with institutional and procurement experts to
ensure technical, institutional, and contractual coherence. The expert will participate in consultations
and workshops with DJB, GNCTD, and ADB to validate design assumptions and readiness for implementation.

Scope of Work

The assignment includes (i) review and updating of technical documents; (ii) provision of high-level
technical guidance; (iii) review and provision of inputs and comments on detailed project reports and
project preparation reports; (iv) provision of support in bid documents preparation; (v) coordination
with other experts; and (vi) participation in consultations and workshops.

Detailed Tasks and/or Expected Output

A. Review and Update Technical Documents
• Review the existing documents and all associated technical documents, including feasibility studies
and preliminary designs.
• Identify gaps in previous designs and support updating them to reflect current priorities, standards,
and ADB requirements.
• Ensure alignment with international good practices for water supply and wastewater systems.
B. Provide High-Level Technical Guidance
• Advise on (integrated) design for water supply and wastewater systems, including:
o Water Treatment Plants (WTPs) rehabilitation and upgrades.
o Transmission and distribution networks, including DMA-based network management.
o SCADA and telemetry systems for real-time monitoring and control.
o NRW reduction strategies and pressure management.
o Treated wastewater reuse systems and biosolids management solutions.
• Incorporate or advise energy efficiency, climate resilience, and disaster risk mitigation measures
into designs prepared by the DJB.
• Ensure readiness for digital integration (GIS-based asset management, smart metering).
C. Review, input, and comment on Detailed Project Report (DPRs) and Project Preparation Reports (PPRs)
• Examine DPRs and PPRs prepared by the DJB or government-hired firm for:
o Technical soundness and feasibility.
o Integration of water supply and wastewater components.
o Adequacy of hydraulic modeling, demand forecasting, and life-cycle cost analysis.
o Inclusion of O&M considerations and performance-based contracting.
o Any other areas as requested by ADB and DJB.
• Provide structured feedback and recommendations for improvement.
D. Support Preparation of Bidding Documents
• Assist in drafting and reviewing bidding documents for major works and goods packages and strategic
procurement planning by the procurement specialist.
• Ensure technical specifications are robust, performance-based, and compliant with ADB procurement
guidelines.
• Incorporate provisions for SCADA, NRW reduction, reuse, and sustainability measures.
E. Coordinate with Other Experts
• Work closely with institutional and procurement specialists, and other ADB due diligence specialists
to maintain consistency across technical, institutional, and contractual aspects.
• Ensure that technical inputs align with financial, governance, and procurement strategies.
F. Participate in Consultations and Workshops
• Engage in structured consultations with DJB, GNCTD, and ADB teams.
• Present technical findings, validate design assumptions, and build consensus on solutions.
• Contribute to stakeholder workshops and capacity-building sessions as required.

Minimum Qualification Requirements

The expert should have an advanced degree in Civil or Environmental Engineering or a related field, with
at least 20 years of experience in water supply and wastewater infrastructure design and implementation.
Experience with ADB, World Bank, JICA projects, including design review, bid document preparation, and
technical due diligence, is essential. Familiarity with SCADA, NRW reduction, reuse systems, and PPP
models is desirable.
