Job Description and Duties

The Division of Engineering is responsible for delivering public works projects on critical statewide water infrastructure, the design through construction phases of a project’s lifecycle. Delivering these projects safely is a core value to our division and department.


You will participate in the development and execution of the Department of Water Resources’ (DWR) public works construction contracts, not just on paper but in the field.  These projects are essential to DWR’s managing of California’s water resources, systems, and infrastructure, including the State Water Project, in a responsible and sustainable way. Under general direction of the Assistant Division Manager, the safety specialist leads all activities of the Division of Engineering’s (DOE) Safety program to evaluate and implement a healthful and safe working environment for the Division’s more than 400 positions. They ensure soundness of design and construction of projects as it relates to safety, and that office operations are conducted in a safe manner.

Special Requirements

This position is covered in the Political Reform Act and requires financial disclosure within 30 days of the first and last day physically worked in a covered position and annually by April 1st. 

The incumbent may be requested to travel and perform duties at a job-site location.  Travel via air and vehicle, which may involve driving a pick-up truck off road, usually on rugged terrain to and from job sites. Must possess Class C driver’s license to operate vehicles on public roadways. 

Applicants must be able to travel on short notice including overnight lodging on some assignments and be willing to work irregular and extended hours during outages or emergencies.

Possession of a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers.

Experience in construction of public works projects, the State Contract Act, and knowledge of design and construction standards and specifications; Experience and knowledge of safety standards and regulations and implementing them on construction sites where hazards are present is key; Experience with emergency preparedness, safety inspections, audits, safety programs, and completion of safety training courses; Experience creating and implementing policies, procedures, and workflows to promote efficiency, accountability, and compliance; Experience with preparing reports and presentations, and presenting findings in management meetings; Experience in safety standards and regulations, developing training materials, and delivering training; Experience with developing and managing contracts to provide support services. Working as a team lead, have good leadership skills and be able to effectively distribute work and identify resource needs and priorities. Experience in developing and delivering training on technical subjects and applying it to real world situations. Candidates will be evaluated based on the quality and extent of their experience.
