Primary Purpose of Position:The Restoration Program Manager will be responsible for all activities related to the stream restoration, planning, and innovative stormwater project applications and projects that receive funding from the North Carolina Land and Water Fund (NCLWF). The position will review, score and track stream restoration, planning, and innovative stormwater applications for funding; prepare and negotiate grant agreements with grantees; monitor the implementation of each stream restoration and innovative stormwater project including working with grantees and their consultants on project issues; develop and prioritize solutions to project obstacles that develop during implementation; meet with grantees as needed during project implementation; update the Board on project status; and coordinate with grantees and their consultants to ensure satisfactory completion and close-out of projects. The position will also review payment requests for accuracy and conformance to grant agreement and approve or amend reimbursements. A critical responsibility of this position is to prompt grantees to keep projects on schedule and to complete them in a timely manner. The position will also lead efforts to develop and update NCLWF practices and procedures related to stream restoration, planning, and innovative stormwater projects and coordinate with relevant resource and regulatory agencies. The duty station will be in Raleigh and will report to the NCLWF Executive Director.

Key Responsibilities include but are not limited to:

  • Review and track applications for funding
  • Draft and execute grant agreements
  • Review and approve grant payments
  • Coordinate project closeout
  • Coordinate restoration efforts with resource and regulatory agencies
  • Supervise Restoration Program Assistant
  • Manage and support the NCLWF Restoration Program

Position/Physical Requirements:

  • Must be available to work the schedule of Monday – Friday 8:30am – 5:00pm with flexibility to meet 40/hrs week requirement.
  • Must have a valid driver’s license issued from within the United States or be able to obtain one within 90 days of employment.
  • Must be able to conduct field investigations that may require exposure to inclement weather, insects, hot and cold temperatures, and hours traversing over rough terrain (often without a trail) with or without reasonable accommodation.
  • Must be able to communicate establishing and maintaining effective working relationships with public officials, NCLWF Board members, field professionals, coworkers, supervisor, and the general public.

Knowledge, Skills and Abilities / Competencies

Management Prefers:

  • Considerable knowledge of principles, practices, and regulations of stream restoration and stormwater management.
  • Experience with grant development and/or administration, including drafting and negotiating complex contracts related to stream restoration, environmental planning, and/or stormwater.
  • Knowledge of North Carolina Stream Assessment Method (NC SAM), the North Carolina Wetland Assessment Method (NC WAM) and the Stream Quantification Tool (SQT).
  • Knowledge with federal and state environmental resource agency policies and grant programs.

Minimum Education and Experience Requirements

Master’s degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution

three years of experience related to the area of assignment; 

OR

an equivalent combination of education and experience.

The North Carolina Land and Water Fund (NCLWF) provides grant assistance to non-profits, local governments and state agencies for the protection of natural resources in North Carolina. NCLWF funds projects that (1) enhance or restore degraded waters, (2) protect unpolluted waters, and/or (3) contribute toward a network of riparian buffers and greenways for environmental, educational, and recreational benefits, (4) provide buffers around military bases to protect the military mission, (5) acquire land that represents the ecological diversity of North Carolina, and (6) acquire land that contributes to the development of a balanced State program of historic properties.

The Division of Land and Water Stewardship is a nonregulatory division within the Department of Natural and Cultural Resources that provides information and assistance to support effective conservation.
