The Ministry of Infrastructure and Sustainable Energy (MISE), Government of Kiribati (GOK) has received financing from the World Bank towards the cost of the South Tarawa Sanitation Project (STSP) – P176108 and intends to allocate part of the proceeds for the procurement of consulting services.
The consulting services (“the Services”) include services as STSP Deputy Project Manager. The Consultant will be recruited for an initial period of one (1) year, with the possibility of extension subject to satisfactory performance, project needs, and the availability of funds. It is anticipated that the Consultant will commence duties in Q4 2025 on a full-time basis. A Time-Based Contract will be signed based on the agreed monthly rate.

The MISE now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:
Essential Requirements – Qualification, Skills and Experience
- Bachelor’s degree in Civil/Environmental Engineering, Project Management, or a related field.
- Minimum of 8 years of experience in infrastructure project implementation, preferably in the water and sanitation sector.
- Proven experience in managing multi-disciplinary teams and coordinating complex project operations.
- Strong understanding of procurement, contract management, and safeguards requirements for donor-funded projects (World Bank preferred).
- Demonstrated skills in progress monitoring, scheduling, and operational problem-solving.
- Proficient in English communication (written and spoken)
Additional Desirable Requirements
- Master’s degree in a relevant field.
- Prior work experience in Pacific Island Countries or other Small Island Developing States.
- Familiarity with Government of Kiribati policies, procedures, and regulations.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services by submission of a Cover Letter or Expression of Interest (EOI), curriculum vitae with description of experience in similar assignments, similar conditions, etc. and with supporting documents.
The deadline for submission of EOIs is 6th October 2025.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition March 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
