The Palestinian Liberation Organization (PLO) for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the Water Security Development – Gaza Central Desalination Program: Associated Works Project Phase I (AWP-Phase 1), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Environmental and Social Impact Assessment (ESIA) for Nablus West Treated Wastewater Conveyance System and Reuse Scheme. The required services are available in the detailed Terms of Reference (TOR) for the assignment that can be found at the following website: www.pwa.ps/ar/Bid

The estimate level of effort for the key staff is 19 person-months. The assignment is expected to commence in April 2026, and the implementation period is around eight (8) months.

The Central Tendering Department (CTD) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. General experience: A consulting firm specialized in the field of preparing the Environmental and Social Impact Assessment studies for a minimum of 10 years (25%).
  2. Specific experience: The consulting firm must demonstrate proven expertise and a successful track record in carrying out consultancy assignments of a similar nature, specifically in the areas of environmental and social assessments related to the water and sanitation sector, or closely related fields.
  3. Past Performance: The firm must provide documented evidence of having successfully completed at least two (2) consultancy assignments of comparable nature, scope, and complexity within the last seven (7) years. Supporting documentation may include references, completion certificates, or project summaries outlining the scope of work, duration, and client details (75%).

Minimum qualifying score is 75%.

Key Experts in the ToRs will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017, August 2018, November 2020, September 2023 and Feb.2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultants Qualifications-based Selection (CQS) method set out in the Procurement Regulations.
