Water Resources Program Manager!

This position is in the General Government (GGU) bargaining unit at a range 18.

What You Will Be Doing:The Water Resources Program Manager position offers a unique opportunity to deepen your knowledge of environmental compliance and conservation while supporting the Alaska Army National Guard (AKARNG). As the subject matter expert for water resources, you’ll lead major programs and projects, overseeing planning, design, documentation, contract management, and file organization. Working within the environmental compliance branch and collaborating with the DMVA Facilities Management Office and AKARNG operations, this role combines technical expertise with strategic planning, making it ideal for professionals passionate about environmental stewardship and resource management in a dynamic, mission-focused environment.

Our section’s primary mission is to provide environmental oversight and management for the 18 AKARNG locations statewide. We accomplish this through staff training, soldier engagement, compliance site visits, and providing timely and accurate regulatory guidance. The successful applicants must pass a federal background check in order to qualify for military base access, which is required with this position’s work location on base. The background check may include fingerprinting. All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. Also, you must be able to maintain the clearance throughout your employment. If using a private vehicle this will require a valid Alaska Driver License, proof of vehicle insurance, and a valid State of Alaska vehicle registration.

Minimum Qualifications

Any combination of education and/or experience that provides the applicant with the following competencies

• Scientific Research – Knowledge of the concepts, principles, and theories of scientific principles related to environmental, ecological, biological, or physical science and the methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
• Compliance – Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
• Decision Making – Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
• Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Equivalent to those typically gained by:

A bachelor’s degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.
AND
Professional experience developing knowledge and skills in environmental regulations, pollution control, environmental damage recovery, or programs to improve or protect environmental quality; or learning to evaluate the potential environmental and socio-economic impacts of construction projects; prepare environmental documentation; and determine, negotiate, and monitor permitted activities.

May travel to remote areas of the state to support the Departments missions.
