The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIDP-2) and the Bita Water Supply Project and intends to apply part of the proceeds for consulting services.

The Financial and Contract Management Unit (FCMU-BM/AFD) intends to recruit the services of a Resident Technical Consultant to work with EPAL to support the Board of Directors in improving the planning, execution, monitoring, and control of the various construction, rehabilitation, and expansion projects of Luanda’s water supply systems. The FCMU-BM/AFD will ensure close coordination between EPAL and contractors, identify risks, and mitigate risks to ensure that projects are executed on time, with the desired quality, and within the budget.

The Consultant must have at least the following qualifications:

  • The Consultant must have a degree in Civil Engineering or a related field; a postgraduate degree and/or certification in project management and/or relevant training courses in contract management are an advantage.
  • The Consultant must have at least 15 years of professional experience as a Project Manager, project management administration, and contracts, and at least 10 years of professional experience in civil engineering construction projects. Experience in water and sanitation is a plus. Experience implementing internationally funded projects is an advantage;
  • The Consultant must have advanced computer skills in project planning, schedule monitoring, and risk management tools;
  • The Consultant must have work experience in the required field; professional experience in the Water Sector in CPLP countries is an asset;
  • The Consultant must be fluent in both Portuguese and English.

The duration of the services will be 12 months, full-time, with possible extension upon satisfactory performance. During the hiring process, the Consultant’s evaluation criteria will be shared and incorporated into the hiring process.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
