Objective and Purpose of the Assignment

Due diligence consultants will be recruited under the DREAMS-I to support the PCU’s project processing
activities. Specifically, the individual will prepare the due diligence assessments of the proposed
projects to enhance processing efficiency and to ensure approvals remain on schedule. The consultant
will be required to contribute to drafting the required ADB project and linked documentation.

Scope of Work

The Consultant’s tasks and responsibilities include, but may not be limited to, the following:
 He will be mainly responsible for assistance but not limited to the following:
 Undertake a review of process operation and maintenance of water supply treatment plants of respective
project sites, including feasibility studies and engineering designs to determine compliance status of
the facilities with the international standards and requirements of the regulatory authorities.
 Undertake a review of centralized and on-site domestic and/or commercial wastewater management
practices including fecal sludge management.
 Undertake a review of cost estimates and financial models for capital investments.
 Evaluate service operators performance including carrying out sampling and data collection, analyze
data and test results to assess facility performance to meet public health requirements.
 Prepare findings of reviews and recommend improvements and modifications whenever required including
reviewing the service providers response and determine if the advice, comments, and issues raised have
been adequately addressed by the service provider.
 Ensure Quality, Health, Safety, and Environment (QHSE) are being appropriately implemented and
satisfies compliance of the law.
 Participate in PCU capacity building training as needed.
 Developing asset management strategies, plans and implementation programs, incorporating life cycle
asset management.
 Perform any other tasks that may be assigned from time to time.
 Any other business as and when required by the Project Director, DREAMS-I.

Detailed Tasks and/or Expected Output

 Inception Report/Work Plan: The Consultant will prepare a comprehensive Inception Report and Work Plan
along with detailed tasks and activities, list of deliverable and the timelines under the agreed and
approved scope of work for the consultancy assignment. This report will be submitted to and approved by
PCU and ADB before commencing the work.
 Key Reports: The Consultant will submit the key reports/deliverables to PMU as per the agreed tasks,
activities and timelines. The ADB/PCU will review and approve the reports/deliverables and the
Consultant will be paid accordingly. The indicative list of deliverables is as under:

  1. A report on situational analysis of financial management/revenue collection system in selected MCs.
  2. A report on current practice and system of tariffs with suggestion about a more dynamic formula for
    tariff revision for relevant municipal services.
  3. A report on collection of taxes/fees/other revenues with suggestions for improvement in systems of
    revenue collection.
  4. Any other report/deliverable as per the requirements of the consultancy assignment.

Minimum Qualification Requirements

He/she will have Sixteen (16) years of education in Hydrology or Civil Engineering / Environmental
Engineering with specialization in water resources development or relevant or a relevant discipline
(preference will be given to the higher qualification).
 Having General experience of 10 years in matters related to tariff management, revenue analysis, etc.
preferably related to water supply and sanitation projects.
 Having a Minimum of 5 years of work experience in similar projects particularly related to public
sector reforms.
 Experience of working in the development sector and with international donor organizations would be
preferred.
 Knowledge of best practices, laws, and policies related to financial analysis and tariff formulation
in urban development projects is essential for this position.
 Excellent communication skills (written and oral) and strong interpersonal skills would be considered
an advantage.
