Join us in the exciting, innovative and rewarding environment of the Kentucky Department of Fish and Wildlife Resources (KDFWR)! We are seeking an Environmental Scientist Advisor who is a positive, motivated individual to join the Wetland and Stream Mitigation (FILO) Program Team. Experience with regulatory processes, construction, and design, as well as communication and organization skills are preferred. The FILO Program is responsible for implementing large- and small-scale wetland and stream restoration projects throughout the Commonwealth of Kentucky. This position will be an integral part of the team responsible for helping shepherd projects through various regulatory processes, design planning, and construction oversight

This is a grant funded time-limited (GFTL) position. This means it is a position that is paid entirely as the result of a grant. The duration of employment shall not exceed the life of the grant that funds the position. An employee appointed to a GFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to a GFTL position is designated as an unclassified (non-merit) employee. A GFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

Responsibilities include, but are not limited to:

  • Serves as scientific and technical advisor overseeing these areas: 1) mitigation plan development, 2) regulatory permit and water quality certification compliance and coordination, 3) as-built construction oversight compliance for stream and wetland mitigation in 11 Corps of Engineers’-approved Service areas.
  • Coordinates with private landowners, consultants, contractors, state and federal regulatory agencies and other stakeholders to discuss mitigation project goals, compliance, design and construction plans, and other requirements.
  • Responds to citizen complaints.
  • Coordinates permanent protection and conservation easement terms and FILO project long term management requirements with regulatory agencies, design and construction contractors, and landowners to meet regulatory requirements.
  • Serves as technical, scientific advisor in conducting, developing, researching and interpreting scientific-based monitoring activities including collection, organization, evaluation, and interpretation of samples, data, construction survey, and other scientific analysis.
  • Coordinates the development of new or revised FILO program specific procedures, plans and other technical documents.
  • Aids with monitoring mitigation plans, compliance letters, corrective action orders, and other correspondence with state and federal regulators.
  • Coordinates evaluations for scientific and mitigation-based FILO projects to determine compliance with existing regulations.
  • Aids in review of contractor’s plans and specifications for scientific and technical accuracy and compliance with federal Department of Army permits and regulations and state laws and regulations.
  • Performs other duties as assigned.

Preferred Skills and Abilities:

  • The job will include office and field work, with overnight travel as needed.
  • Organizing, planning, and communicating with agencies, consultants, and team members is an essential expectation for a high-quality candidate.
  • Communication via all methods such as online, email, in-person, and by phone is required.
  • Experience with land survey equipment is a bonus.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor’s degree in a natural, biological or physical science OR Graduate of a college or university with a bachelor’s degree including or supplemented by 20 semester hours in a natural, biological or physical science.

EXPERIENCE, TRAINING, OR SKILLS: Five years of experience in natural resources, environmental control, or a related area.

Substitute EDUCATION for EXPERIENCE: Graduate study in a natural, biological, or physical science will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Experience in natural resources, environmental control, engineering, or a related area will substitute for the required education on a year-for-year basis.

Working Conditions

Work is typically performed in an office setting. Incumbents in this class may perform work in the field with frequent travel on a statewide basis.
