Project Background

GIZ has been implementing the BMZ-EU co-funded project “Support to Ganga Rejuvenation Phase III” (SGR III) from 1st March 2024 to 29 February 2028. The project cooperates with the Indian partners with the overall objective to improve application of integrated river basin management at national level and in selected river basins, federal states and districts. Main implementation partners from the Indian side are the National Mission for Clean Ganga (NMCG), Brahmaputra Board (BB), Central Ground Water board (CGWB), and the Central Water Commission (CWC). The project has two main components: “Support to Namani Gange” (SNG), financed by BMZ and “India-EU Water Initiative” (IEWI) co-financed by BMZ and EU. Measures at regional level target the Ganga main stem states of Uttarakhand, Uttar Pradesh, Jharkhand, Bihar and West Bengal, the Ramganga basin, Brahmaputra basin as well as the Tapi basin. In the third phase, the project focuses on supporting the institutional strengthening of NMCG and improving vertical and horizonal coordination with its tier institutions at state and district levels, capacity development for the partner institutions and for stakeholders in River Basin Management (RBM) practices; on facilitating implementation of programme of measures to improve RBM in Ramganga and Tapi basins; on development of instruments (policies, regulations, guidelines) for river basin management; and on collecting lessons learned and best practices for upscaling of RBM approaches.

Responsibilities

  • Provide technical support and input to implementing partners on topics relevant to the river basin planning and management.
  • Support the SNG/GIZ Project Managemnet Unit (PMU), the project manager and other team members with technical input related to outputs of the project and contribute to team’s activities towrads the implementation of SGR project.
  • Represent the project at events/functions together with partners.
  • Identify opportunities for synergies and collaboration with other initiatives, actors and projects within GIZ and in the sector.
  • Monitoring and analysing relevant political, technical, and economic developments in India relevant to water/river governance.

Core Scope of Tasks

Technical

  • Lead the implementation of District Ganga Plan of Shahjahanpur and supporting the implementation of measures to improve water management in Ramganga river basin.
  • Contribute to the development and implementation of District Ganga plans in West Bengal, Bihar and Jharkhand, and their implementation.
  • Contribute to the process of institutional strengthening of SMCGs towards river basin management in SMCGs.
  • Coordinating the implementation of a communication strategy for the component.
  • Promote coordination with and participation of research institutions in the implementation of practical measures to improve river basin management.
  • Contribute to the development and operationalisation of an e-based training program on river basin management and support implementation of RBM training/capacity building programme

Management

  • Plan, manage and monitor technical implementation of activities in areas of responsibility.
  • Coordinate with the partner institution, government agencies and stakeholder involved in water management.
  • Develop workplans and timelines for technical activities, ensuring alignment with the project objectives.
  • Monitor progress and provide regular updates on technical development and challenges associated with the technical implementation of activities under SNG.
  • Coordinate work with EU (including German) and Indian experts to achieve the set aims.
  • Develop Terms of References related to thematic areas of the SNG.

Other duties/additional tasks

  • Foster collaboration and partnerships to enhance the impact of SNG and SGR project. 
  • Coordinate towards communications of technical findings and recommendations effectively to diverse audiences.
  • Support the organisation of workshops, field visits and events related to the above tasks.
  • Develop meeting minutes, draw-up reports and presentation documents.
  • Formulate appropriate input for various project reports including annual reports.
  • Identify opportunities for synergies/collaboration with other GIZ projects, external initiatives, donors, etc.
  • Monitoring and analysing relevant political, technical, and economic developments in India.

Required Qualifications, Experience and Competencies

  • Master’s degree in water resources, Environment or Geology or any other relevant subject.
  • 3-5 years’ work experience in projects dealing with water resource management and river basin planning and management, and implementation of wastewater management, nature-based solution (NbS) etc.
  • Solid understanding of geo-spatial tools (geoinformatics) and hydrological modelling (SWAT, HEC RAS etc.) well demonstrated through application of same for IWRM
  • Founded knowledge of river basin governance in India, institutional actors’ landscape and relevant legislations.
  • Specific experiences of working with multi-disciplinary team of experts and good understanding of Government of India’s various mission/schemes relevant to River Rejuvenation, Water and Sanitation etc.
  • An understanding of European Water Framework Directive (EUWFD) is a desirable qualification.
  • Excellent communication and interpersonal skills to effectively engage with diverse stakeholders, including government officials, project partners, and consultants.
  • Willingness and ability to travel to project sites.
