This position is a member of our Water Supply Division.

HERE’S WHAT YOU’LL BE DOING

  • Assist with the review routine bond applications to determine eligibility of projects and feasibility of issuing bonds; assist with the review creation applications in accordance with statues and rules to determine if a district is feasible, practicable, necessary and a benefit to the land; assist with the reviews financial related applications materials and generate financial debt service and cash-flows schedules and reviews market studies related to rules regarding creations and bond issues.
  • Perform review of routine water district applications to ensure compliance with appropriate statutes and rules; Works closely with senior level staff to compile information to generate compliance reports and make recommendations consistent with TCEQ rules and statutes for management review and approval.
  • Communicate and interact regularly with the regulated communities, including district attorneys, engineers, and financial advisors. Work closely and effectively with TCEQ legal staff on application matters; and respond to legislative interest request.
  • Generate staff memorandums, TCEQ orders and other moderately complex documents. Prepare detailed letters of deficiency for items missing from all application types.

Qualifications

KEY QUALIFICATIONS

  • Experience in reviewing/analyzing construction documents such as contracts, engineering plans, and engineering reports.
  • Experience in reviewing/analyzing financial reports such as cash flow schedules and debt service schedules.  

EDUCATION & EXPERIENCE QUALIFICATIONS

A bachelor’s degree from an accredited college or university plus two years of full-time experience performing supervisory, managerial, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material.

One year of full-time experience in an administrative capacity* may be substituted for each year (30 semester hours) of the required education.

OR 

One year of graduate work (24 semester hours) in public administration, business administration, human resources administration, environmental resource management, planning, or in an area relevant to the position from an accredited college or university may substitute for one year of required experience, with a maximum of two years substitution allowed. *Administrative capacity is work where primary duties consist of performing administrative tasks of an office, excluding work such as clerical, secretarial, sales, equipment operations, and manual labor. 

Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. See Tex. Business & Commerce Code Section 117.001(2). Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.

Work Schedule

Standard business hours are M-F, 8:00 a.m. – 5:00 p.m.

Individual and work group schedule determined by the TCEQ Water Quality Division.
