The objective of this assignment is to assess current and future flood risks in Kathmandu Metropolitan City (KMC); including hazard exposure; vulnerabilities; and flood dynamics; while considering upstream and inter-municipal hydrological linkages across the Kathmandu Valley. Based on this analysis; the assignment will identify and prioritize Nature-based Solutions (NbS) and urban design strategies for high-risk hotspot areas and develop a phased; risk-informed flood mitigation investment plan. The approach will leverage tools such as the World Bank’s NbS Opportunity Scan (NbSOS) and align with the GFDRR’s City Resilience Program framework to ensure that the proposed interventions are technically robust; contextually appropriate; and designed to deliver multiple co-benefits—climate resilience; environmental sustainability; and social inclusion—particularly for the most vulnerable populations in KMC.Key components of the study: 1. Data Review and Gap Assessment2. Flood Risk Assessment and Anlysis of Flood Dynamics3. Identification and Prioritation of Flood Risk Mitigation Options4. Flood Risk Mitigation Investment Plan
