Objective and Purpose of the Assignment

The Asian Development Bank (ADB) is assisting the Government of the Philippines in preparing a project
on Investing in Nature-based Solutions (NBSs) for Resilient and Sustainable Watersheds and Livelihoods,
to be co-financed by ADB and the Philippine Government. The project will be implemented in targeted
watersheds in four selected river basins, e.g. Apayao-Abulug, Buayan-Malungon, Jalaur and Pampanga. The
project aims to improve the resilience and sustainability of the targeted watersheds and local
livelihoods by investing in nature-based solutions to address climate change impacts and watershed
degradation, hence to contribute to the national water, food security, and climate change resilience.

Scope of Work

The Team Leader will provide overall coordination of the Feasibility Study,develop and manage work plan
and deliverables, and ensure the timely delivery of high-quality Feasibility Study Report integrating
technical, environmental, and socioeconomic assessments and strategic recommendations for integrated
watershed management in the selected river basins, and in compliance with both ADB and ICC guidelines
and requirements.

Detailed Tasks and/or Expected Output

• Coordinate with ADB project team leader/s and government counterparts of the Department of Environment
and Nature Resources (DENR) on all aspects related to the Feasibility Study to align expectations,
deliverables, schedules, and resources.
• Facilitate and actively participate in discussions with relevant ADB staff, national and local
government agencies, private sector, academia, research institutes, community organizations and other
key stakeholders for implementing the Feasibility Study.
• Oversee stakeholder consultations and participatory planning processes, ensure inclusive engagement of
communities, government agencies, and other actors.
• Guide the preparation and implementation of watershed assessment, including status of watershed
degradation, vulnerability to climate change impacts, and constraints to local livelihoods; and lead the
identification of targeting watersheds and beneficiary groups.
• Lead the identification and evaluation of indicative NBSs for each of the four selected river basins
for improving watershed management and local livelihoods, ensuring their technical viability, climate
proofing, social inclusion, and financial sustainability.
• Lead the development and validation of Project Design and Monitoring Framework (PDMF), including
identification of suitable, measurable, achievable and time-bond (SMART) indicators and targets.
• Coordinate the team to ensure timely submission of deliverables by each members; review and comment on
technical reports and deliverables received from different team members to ensure their quality,
integration and coherence across disciplines.
• Consolidate inputs from all team members to prepare the draft Feasibility Study report with required
annexes; present findings and recommendations to stakeholders and decision-makers; facilitate validation
workshops and feedback sessions.
• Consolidate feedbacks from ADB, Government and other stakeholders; coordinate with the consultants to
finalize the Feasibility Study Report.
• Contribute to awareness raising and capacity development for potential partner agencies and
beneficiary groups on approaches and practices related to NBS, Integrated River Basin/Watershed
Management, Integrated Water Resources Management (IWRM), Climate Change adaptation and mitigation, and
innovative financing.
• Carry out any other task which may be assigned by the ADB Project Team Leader.

• Project Design and Monitoring Framework by January 2026

Minimum Qualification Requirements

 Advanced university degree in water resources, environmental science, civil engineering or other
related fields.
 Minimum 12 years of experience in preparing and managing water-related programmes and projects,
especially on river basin or watershed management.
 At least 7 years of experience in working as team leader for processing of investment projects on
watershed management and/or IWRM that include NbS for soil and water conservation, forest restoration,
climate change response, water disaster risk management, ago value chain development and rural
livelihoods improvement.
 Experience in working with international finance institutions in ADB developing member countries
including the Philippines is desirable.
 Demonstrated skills in multidisciplinary team coordination, capacity building and engagement with
national and local governments, the private sector and other development partners.
 Excellent communication and interpersonal skills and proficiency in English are essential.
