Objective and Purpose of the Assignment
The Asian Development Bank (ADB) is assisting the Government of the Philippines in preparing a project
on Investing in Nature-based Solutions (NBSs) for Resilient and Sustainable Watersheds and Livelihoods,
to be co-financed by ADB and the Philippine Government. The project will be implemented in targeted
watersheds in four selected river basins, e.g. Apayao-Abulug, Buayan-Malungon, Jalaur and Pampanga. The
project aims to improve the resilience and sustainability of the targeted watersheds and local
livelihoods by investing in nature-based solutions to address climate change impacts and watershed
degradation, hence to contribute to the national water, food security, and climate change resilience.
Scope of Work
Conduct watershed assessment in the four selected river basins and institutional analysis for potential
partner agencies, contribute to project targeting, NBS identification and investment planning.
Detailed Tasks and/or Expected Output
• Conduct watershed assessment in the four selected river basins with guidance from the Team Leader,
which will assess the status and trends of watershed degradation, including data and information on
hydrological model and water resources, soil erosion and sedimentation load, environment and ecosystem,
and water-disaster patterns.
• Assist the Team Leader in proposing target watersheds and beneficiary groups by combining watershed
abasement results with inputs from the National Forestry, National Social and Gender, and National
Climate Change Specialists.
• Conduct institutional analysis for agencies to be engaged in the project, including a list of all
potential partner agencies, their respective roles and responsibilities for the project, assessment on
their capacities and recommendations for improvement.
• Contribute to identification of suitable NBS for improvement of watershed management, and relevant
project indicators and targets.
• Develop a template Watershed Investment Plan for NBS adoption with guidance from the Team Leader and
inputs from other team members, for reference of targeted watersheds during project implementation.
• Participate in meetings and discussions with DNER and other stakeholders, and contribute to
preparation of the Feasibility Study Report.
• Carry out any other task which may be assigned by the Team Leader.

Minimum Qualification Requirements
• Advanced university degree in watershed management, hydrology water resources assessment or other
related fields.
• Minimum 7 years experience in watershed or river basin management, integrated water resources
management, or water-disaster risk management, especially in participatory investment planning.
• Experience in watershed level hydrological modeling and monitoring, database development and
management, and river basin management systems is essential.
• Experience in institutional analysis, NBS promotion, forest restoration, climate change response and
community livelihoods development are preferred.
• Experience in working on preparation or feasibility studies for projects financed by ADB or other
international finance institutions.
• Strong analytical, facilitation, and technical writing skills.
Minimum General Experience: 10 Years
Minimum Specific Experience (relevant to assignment): 7 Years
