Overview of position

  • Our client is an operational arm of the United Nations (UN), supporting the successful implementation of its partners’ peacebuilding, humanitarian & development projects globally. They provide sustainable project management, procurement & infrastructure services to governments, donors & UN organizations. With over 7,000 personnel in 80 countries, our client offers logistical, technical & management knowledge where needed. Our client implements around 1,000 projects at any given time, contributing significantly to results on the ground, often in challenging environments.
  • In Yemen, the ongoing conflict has severely disrupted supply chains & service availability. The reduced or absent provision of public services has led to disease & environmental degradation, with physical damage to infrastructure & interlinked sectors causing significant consequences on service access & quality. Our client in Yemen is an active member of the United Nations Country Team (UNCT), working with other UN organizations to support Sustainable Development Goals (SDGs). Our client designs projects to reinforce recovery & development priorities of the Yemeni government &their partners in sustainable procurement, project management & infrastructure through direct implementation, advisory & transactional services. Our client is committed to promoting sustainability principles & national capacity development to serve people in need.
  • Our client is undertaking a multi sectoral engagement, funded by the World Bank (WB), to restore urban services, primarily in energy, urban roads, Water, Sanitation & Hygiene (WASH) & municipality services, focusing on targeted cities in Yemen using an integrated approach.
  • Our client is dedicated to supporting the humanitarian & development efforts in Yemen. Access to WASH is a critical component of these efforts, essential for public health, livelihoods & dignity, especially given the ongoing humanitarian crisis in the country. To enhance its capacity in delivering effective WASH interventions, our client is seeking a qualified WASH Specialist to join its team in Yemen. This role will be instrumental in ensuring the strategic planning, technical oversight & successful implementation of WASH projects across various locations.

Role objectives

The WASH Specialist will be responsible for providing technical expertise, strategic guidance & operational support for the planning, implementation, monitoring & evaluation of our client supported WASH projects in Yemen. The selected candidate will ensure that WASH interventions are technically sound, cost effective & aligned with national & international standards, as well as our clients strategic objectives & humanitarian principles. Specific responsibilities include but are not limited to:

Project planning & implementation:

  • Lead the design & implementation of comprehensive WASH projects, including water supply, sanitation facilities, & hygiene promotion activities.
  • Conduct thorough needs assessments & baseline surveys to inform project strategies & interventions.
  • Develop detailed project proposals, budgets & work plans, ensuring alignment with our clients policies & donor requirements.
  • Provide technical support & strategic direction for our clients WASH projects in Yemen.
  • Lead the development of WASH project proposals, including technical designs, budgets & logical frameworks.
  • Ensure that all WASH interventions adhere to international best practices, national standards & our clients guidelines.
  • Oversee the technical aspects of project implementation, ensuring quality control & adherence to specifications.
  • Consider all stages of an infrastructure life cycle (design & planning, raw material acquisition, materials processing, construction, operation, maintenance, renovation, decommissioning, recycling) & optimize the value for money of the infrastructure proposed.
  • Conduct regular field visits to project sites to provide technical guidance, monitor progress & identify challenges and solutions.

Technical support which will include:

Assessment & design:

  • Conduct assessments to identify WASH needs & prioritize interventions.
  • Develop technical designs for water supply & sanitation facilities, ensuring compliance with standards.

Implementation oversight:

  • Supervise construction & rehabilitation of WASH facilities, resolving technical issues onsite.

Quality assurance:

  • Establish quality control procedures for materials & practices, conduct regular inspections.

Water quality management:

  • Implement water quality testing protocols to ensure compliance with health standards & oversee treatment processes.

Technological innovation:

  • Research & recommend innovative, sustainable WASH technologies, evaluating their feasibility for local contexts.

Data management & reporting:

  • Utilize data systems to monitor project progress & prepare comprehensive technical reports.

Coordination & partnerships:

  • Represent our client in WASH cluster meetings & other relevant coordination forums at national & sub national levels.
  • Build & maintain strong partnerships with government counterparts, UN agencies, NGOs & local communities.
  • Facilitate knowledge sharing & capacity building among partners & stakeholders in the WASH sector.
  • Liaise with donors & funding partners, contributing to reports & updates on WASH project progress.

Capacity building:

  • Help develop internal WASH related training & development of tools, guidelines, standards to improve program quality.
  • Provide technical training & mentorship to our clients staff, implementing partners & community members on WASH related topics.
  • Support the development of WASH related training materials & tools.

Monitoring & progress controls:

  • Develop & implement robust monitoring & evaluation frameworks for WASH projects.
  • Ensure timely & accurate data collection, analysis & reporting on WASH activities & outcomes.
  • Prepare comprehensive technical reports, progress updates & donor reports on WASH interventions.
  • Identify lessons learned & best practices from WASH projects to inform future programming.

Project reporting

This role will reports to the Project Manager.

Key competencies

  • Advanced university degree (master’s or equivalent) in civil engineering, water resources management, public health, environmental engineering or a related field.
  • A first level university degree (bachelor’s or equivalent) with a minimum of two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
  • 7 years with a masters, + 2 with the bachelor’s, in WASH program management, design & implementation, preferably in humanitarian or post conflict settings.
  • Demonstrated experience in managing complex WASH projects, including emergency response & long term development initiatives.
  • Experience working with UN agencies or international NGOs is highly desirable.
  • Fluency in written & spoken English is required.
  • Knowledge of Arabic is a distinct advantage.
  • Develops & implements sustainable business strategies, thinks long term & externally in order to positively shape the organization.
