Objective and Purpose of the Assignment

The Water Authority of Fiji (WAF) have entered into a Performance-Based Contract (PBC) for Non-Revenue
Water (NRW) reduction for the Suva-Nausori water supply network, with the project currently receiving
funding from the Government of Fiji, the Asian Development Bank (ADB) and European Investment Bank. The
5-year Contract became effective earlier in 2025 and is scheduled to run until 2030.

Objective

There is a need for an Interim Program Manager to assess the Contract on behalf of WAF and ensure that
the Contract is on a trajectory of effective management and ultimate project success.

Scope of Work

The expert will be required to assess implementation progress in detail of the performance-based NRW
contract, and provide support to WAF to ensure effective contract management to help ensure success of
the contract. The expert will deliver the majority of their inputs under this assignment in the field
based in Suva, Fiji.

Detailed Tasks and/or Expected Output

The expert will be required to undertake the following tasks:
a. undertake a detailed review of the contract and related documentation
b. undertake site visits to gain a detailed understanding of the existing water supply network and water
loss issues in the Greater Suva Area
c. undertake a comprehensive assessment of project progress to date
d. provide advice on technical and contract issues to WAF team as needed to ensure effective contract
management
e. support capacity building and training to strengthen WAF teams capacity to oversee the contract
f. Other related tasks as required

Minimum Qualification Requirements

The expert should have at least 15 years of water project design and implementation experience,
including at least 5 years of experience leading non-revenue water/water loss management projects. The
expert should have prior experience with the administration of at least 3 performance-based NRW
contracts. The expert should hold a Bachelors degree in engineering and a masters degree in a relevant
field. The expert should have extensive international experience working in mulitple countries.

Minimum General Experience: 15 Years
Minimum Specific Experience (relevant to assignment): 5 Years
