DUTIES AND RESPONSIBILITIES

ABOUT THE ROLE

The World Meteorological Organization (WMO) is looking for a CAPACITY DEVELOPMENT OFFICER – FELLOWSHIPS to help strengthen education and training opportunities for meteorology and hydrology professionals worldwide.

In this role, you will work closely with the fellowship team to design, manage, and deliver fellowship programmes that enhance the technical and institutional capabilities of WMO Members, particularly in developing and least developed countries. You will support knowledge transfer, foster collaboration with universities and training partners, and ensure that fellowship initiatives align with WMO’s mission of advancing science-based services for safety, resilience, and sustainable development.

This position is central to building the next generation of experts who will lead weather, climate, and water services across the globe.

MAKE YOUR IMPACT IN WMO:

Under the supervision of Director for Capacity Development (D/CD), the incumbent will work with the fellowship team (including a fellowship clerk and a fellowship finance manager) for implementing the fellowship activities. The main responsibilities include:

a) Support the D/CD in the preparation of workplan and budget proposal for implementing the fellowship activities;

b) Providing support to D/CD in preparations for sessions of Congress, EC and other constituent bodies on issues related to education and fellowship matters;

c) Contributing to the development, revision, and implementation monitoring of Education and Training Program in the context of the incumbent’s duties and in collaboration with the rest of the CD Office;

d) Providing secretariat support to the EC-CDP’s discussion on fellowship matters;

e) Working with the fellowship team for processing the fellowship nominations, awards, reports, etc;

f) Supporting D/CD in the financial management of the RB and XB funds for fellowships;

g) Maintaining a database and other systems or digital tools for the fellowship management;

h) Contributing to the quadrennial survey on education and training needs of Members and providing advice to Members on their fellowship needs and opportunities;

i) Providing advice to WMO’s partner universities on curriculum development and matters related to the Basic Instruction Package;

j) Supporting WMO’s contribution to the Global Campus Initiative and the Consortium of WMO Education and Training Collaborating Partners (CONECT), and collaboration on education and fellowship matters;

k) Providing secretariat support to the Education and Training Committee on fellowship-related matters;

l) Performing any other duties as assigned by the Director of the ETR Office.

QUALIFICATIONS

Education
Master’s degree or equivalent in Earth Sciences and/or in Capacity Development, or Education. A first-level university degree or equivalent in combination with two years of additional directly relevant experience may be accepted in lieu of the master’s degree.

Experience

  • A minimum of seven (7) years of combined national and international experience in strategic planning, developing and managing projects for education and training in meteorology, climatology, hydrology or a closely related field.
  • Practical experience in fostering collaboration between institutions in developing education and training initiatives as well as resource mobilization.
  • Proven experience in developing criteria and guiding material related to education and training.
  • Familiarity with the structure and working procedures of WMO.

Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

The position is funded from regular budget.

New appointments on fixed-term contract of one year or more shall be subject to an initial one-year probation period.

SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 84672

Annual post adjustment on initial salary is: US$ 75104 (in addition to the net base salary)
