Assignment Title: Flood Risk Management and Engineering Service Consultant for
Gorontalo City

The Government of Indonesia has received financing in the amount of USD 400 million from the World Bank toward the cost of the National Urban Flood Resilience Project (NUFReP). The National River Basin Management Sulawesi II Gorontalo under Directorate of Water Resource Ministry of Public Works (MPW) intends to apply part of the proceeds for consultant services, namely Flood Risk Management and Engineering Service Consultant for Gorontalo City (FRMESC) National Urban Flood Resilience Project (NUFReP, or hereafter, the Project).

The Consulting Services (“Services”) is for a Flood Risk Management and Engineering Service Consultant for Gorontalo City. There are several key objectives of this task which are to prepare a Flood Risk Management Program (FRMP), prepare detailed technical designs from the shortlist of FRMP, and prioritize flood prevention actions including structural and non-structural works in Gorontalo City. The main components of this consulting service are (1) preparation of the FRMP; and (2) preparation of detailed engineering design(s) of future sub-project(s). The consultant will be assigned for approximately 22 months or depends on the contractual time until the loan closing date. The draft Term of Reference (TOR) for the assignment is attached to this request for
expressions of interest.

The National River Basin Management Sulawesi II Gorontalo under Directorate of Water Resources, Ministry of Public Works, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage. The shortlisting criteria are:

A. Core Business and year in Business:

At least 10 years’ experience in consulting services especially in technical assistance, feasibility study, and design and planning.

B. Required similar experiences:

In the last 10 years, the consultant must have successfully carried out all required experiences as follows:

1. Having successfully completed at least 7 assignments as Technical Consultant for Flood Risk Management (including urban drainage masterplan, Detailed Engineering Design or other similar term at city or basin level);

2. Preferably have 10 years of experience as a Technical Consultant in water resources sector projects, funded by loan/grant from the World Bank or any international development partner; and

3. Preferably have experience as a Technical Consultant in water resources sector projects, assigned by the central government of Indonesia or similar conditions.

C. Technical and Managerial capability of the firm:

Availability within the firm of permanent (i.e. in the firm’s regular payroll), experts/professional staff relevant to the assignment. Provide only the structure of the organization, general qualifications, and number of key staff. Do not provide CV’s of the staff. Key Experts will not be evaluated at the shortlisting stage. Only experience of JV member will be considered, experience of sub-consultant will not be evaluated.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a subconsultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, all members of JV should meet the criteria independently.

A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulation, November 2020. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Interested Consultant firms are required to access the electronic procurement system (SPSE) of Ministry of Public Works (MPW) to register and to submit EOI. Expressions of interest must be submitted electronically through the SPSE ICB system (http://spseicb.pu.go.id/eproc-icb/) of the Ministry of Public Works latest by September 18th, 2025.
