1.               CONSULTANCY SUMMARY

Title: Consultancy to Conduct Market Landscape Mapping and Irrigation Facilities Assessment under the “Grow Green Model: Market gardens for Jobs, Nutrition, and Climate Resilience” Project

2.               INTRODUCTION AND BACKGROUND

The World Vegetable Center (WorldVeg), as a subgrantee of AGRA under the project “Grow Green Model: Market Gardens for Jobs, Nutrition, and Climate Resilience” and an implementing partner of the Mastercard Foundation-funded Youth Empowerment for Food and Agriculture (YEFFA) project, is seeking to recruit a qualified Consultant to support the ‘Market Gardens for Jobs and Nutrition’ initiative.

This multi-country initiative is focused on empowering youth through climate-resilient horticulture, efficient irrigation and rainwater management, and sustainable market systems development. The initiative is being implemented in Tanzania and Mali, with technical coordination from WorldVeg’s Africa office in Nairobi.

3.               OBJECTIVES OF THE CONSULTANCY AND EXPECTED RESULTS

The objectives of the consultancy are:

Conduct landscape mapping to identify, document, and analyze existing youth-led horticulture models in Tanzania and Mali, focusing on success factors and operational challenges.

Identify and assess youth-led agribusiness initiatives to develop a database profiling youth participant, their roles, capacity needs, and potential for growth in horticulture.

Conduct a value chain analysis to map key actors, market linkages, and profitability potential, identifying opportunities for youth inclusion across the horticultural value chain.

To identify and assess existing and potential irrigation infrastructure and recommend climate-smart, efficient, and context-appropriate systems for deployment in selected demonstration sites.

The expected results of this consultancy are as Section 7.

4.               DESCRIPTION OF THE ACTIVITIES BY THE CONSULTANT

The Consultant will:

  • For Task A “Market Landscape Mapping and Value Chain Analysis”
  • Conduct a situational analysis of youth-led horticulture enterprises, models, and hubs.
  • Identify key enabling and inhibiting factors including access to finance, agricultural inputs, extension support, and market linkages.
  • Profile youth agribusinesses (age, gender, stage, products, capacity needs) into a geo-tagged database.
  • Conduct horticultural value chain analysis mapping actors, profitability nodes, and opportunities for youth and women integration including carbon credit potential.

For Task B “Irrigation Facilities Assessment”

  • Evaluate existing irrigation infrastructure (surface, drip, sprinkler, solar) in project-target areas.
  • Identify water sources (boreholes, rivers, harvested rainwater) and energy sources for irrigation.
  • Recommend climate-smart, cost-effective systems tailored to agro-ecological zones (e.g. solar drip kits).
  • Propose preliminary designs, estimated costs, potential suppliers, and maintenance models.
  • Assess environmental and social risks associated with irrigation expansion

5.               WORLDVEG’S RESPONSIBILITIES

WorldVeg will provide technical guidance and backstopping to support the Consultant to ensure effective planning, implementation, and delivery of this activity.

6.               PAYMENT MODALITY

Deliverable-based with reimbursable costs provided for consultancy-related activities priorly approved by the Contract Manager in writing. Reimbursement will be made per original receipts and expense proofs.

7.               DELIVERABLES AND CONCRETE TIMELINES

Please be as specific as possible. This is important especially when the consultant is to be paid on the basis of deliverables as this may avoid misunderstandings during contract execution.
