DCA is looking for an enthusiastic and experienced engineer to join its WASH programme in the eastern regions Dnipropetrovska and Zaporizka oblasts. The WASH Officer will contribute to the efficient and effective WASH through DCA and its partners DCA Ukraine Country Office programmes, with a responsibility of providing technical support to DCA and its local partners, monitoring and liaison with local stakeholders and other departments throughout the DCA/partner areas of operations.

Responsibilities:

  • Providing technical support for the DCA-NCA’s water, sanitation and hygiene sector programme
  • Monitoring all DCA/NCA activities in WASH with other actors and partners
  • Communication with relevant technical governmental authorities
  • Plan and conduct mentoring and support of the partners and programme staff on technical quality of programme
  • Manage compliance and regulatory impacts to technical programme elements.
  • Support project progress monitoring.
  • Attend WASH Cluster Technical working groups and authorities as required.
  • Provide specialist technical advice to all related planning, design, implementation, tracking and reporting processes
  • Provide technical assistance and guidance to DCA and local partners
  • Evaluate the technical status of projects and propose any amendment steps to achieve project objectives
  • Review and/or produce technical drawings, bill of quantities and specifications of projects.
  • Work closely with the WASH Senior Officer / WASH Manager in monitoring key deadlines and donor policy / strategy documents
  • Visit regular potential and programme locations and provide verbal and written technical assessments as directed.
  • Support the development of technical guidelines, management tools, positioning documents.
  • Contribute to country office strategies, reviews, action and contingency plans.
  • Submit regular technical reports as required.
  • Provide timely technical contributions to donor proposals and reporting documentation.
  • Collecting and facilitating feedback and Lessons Learnt with local partners.
  • Support programme accountability to partners, national government, benefiting communities and donors.
  • Support programme sustainable technical solutions

The experience we’re looking for includes:

  • Relevant bachelor’s degree or higher in the field of Civil Engineering, Environmental Engineering, Electrical Engineering or related engineering fields.
  • Professional fluency in written and spoken Ukrainian and English is preferred.
  • Minimum 3 year of work experience as a practising engineer.
  • Excellent interpersonal communication, ability to communicate effectively on culturally sensitive issues to diverse audiences.
  • Ability to be proactive and work independently.
  • Ability to operate in a high stress and unpredictable environment.
