Qualifications and Education Requirements:

Bachelor’s degree in Civil, Mechanical, or Electrical Engineering or other relevant technical field.

General Work Experience:

  • Minimum 3 years of experience in WASH infrastructure projects, preferably in humanitarian or development contexts.
  • Proven experience in designing and supervising water supply and sanitation systems, including rehabilitation of water pumping stations, extension of water and wastewater networks.
  • Experience in preparing technical assessments, drawings, BOQs, tender documents, and supervising contractors.
  • Experience in construction works related to pumping stations, civil and electrical rehabilitation, and water/sanitation infrastructure.
  • Strong skills in preparing technical BOQs, drawings, and supervising contractors.

Skills:

  • Languages:
  • Arabic: Excellent (Writing, Reading, Speaking)
  • English: Essential (writing, reading, speaking)
  • Computing:
  • Proficiency in MS Office (Excel, Word), AutoCAD.
  • Familiarity with humanitarian engineering standards (SPHERE, WASH Cluster guidelines).
  • Strong organizational, problem-solving, and reporting skills.

Abilities:

  • Ability to organize and archive engineering documents and reports clearly and efficiently.
  • Flexibility to work extra hours and travel to field locations as needed.
  • Commitment to maintaining data confidentiality and professionalism.
  • Ability to supervise multi-disciplinary construction works (civil, electrical, mechanical).
  • Capacity to manage multiple technical tasks and coordinate with contractors and local authorities.
  • Flexibility to travel to project sites and work extended hours when required.

Main Duties/Responsibilities:

  • Oversee all technical aspects of WASH interventions under the project, including:
  • Rehabilitation of water pumping stations (mechanical, electrical, and civil components).
  • Extension, replacement or rehabilitation of water and wastewater networks.
  • Monitoring of contractors’ work and verifying compliance with technical standards.
  • Prepare and review:
  • Engineering designs, shop drawings, and as-built drawings.
  • Detailed Bills of Quantities (BOQs) and technical specifications in coordination with the WASH team.
  • Tender and procurement documents related to WASH infrastructure.
  • Conduct regular field visits to verify implementation progress, collect technical data, and document observations in reports.
  • Collaborate closely with the Water Unit, Local Councils, and other stakeholders to ensure alignment with local standards and needs.
  • Support the M&E team in developing tools for technical monitoring and provide engineering insight into data analysis.
  • Prepare weekly and monthly technical progress reports with clear documentation of challenges, risks, and mitigation actions.
  • Assist in conducting technical assessments for future interventions, including site selection, feasibility studies, and needs assessments.
  • Ensure all project documentation (drawings, reports, permits, technical correspondences) is properly archived and updated.
  • Support capacity building of field engineers and partners, where needed, on engineering and WASH standards.
  • Participate in coordination meetings, technical reviews, and provide inputs to donor reports as required.
  • Perform any other relevant tasks assigned by the line manager.
