REQUEST FOR EXPRESSION OF INTEREST (REOI)

SELECTION OF PROFESSIONAL STAFF AS INDIVIDUAL CONSULTANT

  1. The Karachi Water & Sewerage Corporation will receive a credit through EAD, Government of Pakistan from the International Bank for Reconstruction and Development (IBRD) / Asian Infrastructure Investment Bank (AIIB) and the counterpart share of funds from GOS for the Karachi Water & Sewerage Services Improvement Project (KWSSIP-II) and intends to apply part of the proceeds to make payments against the services rendered by individual consultant at Project Implementation Unit (PIU) of KWSSIP.
  2. The individual consultant selected as Key Professional Staff shall be detailed in the Project Implementation Unit of KWSSIP.
  3. The scope of work and detailed ToRs for following positions can be obtained from the office address given below, same are also available on www.kwssip.gos.pk
  4. The PIU, KWSSIP, KW&SC now invites eligible individual consultant to express their interest in providing the services of Key Professional Staff of PIU (KWSSIP) through their CVs.
  5. Eligible candidates shall have the following qualification, experience and skills as mentioned against each position:

a) Environmental Specialist (01 Position)

Qualification / Experience

  • Master’s degree in Environmental Engineering, Environmental Sciences or a related field from a recognized university. Specialization in botany shall be preferred.
  • At least 05 years of relevant experience in Environmental Impact Assessments (EIAs), Environmental Management Plans (EMPs), Environment, Health, Safety, and Quality (HSE&Q) planning/design, implementation, training, monitoring, and evaluation of HSE&Q-in the water and sanitation sector or other relevant large infrastructure projects. Relevant work experience in critical habitat assessments, biodiversity management, with the World Bank, other multilateral organizations, and donors will be considered an added advantage.

b) Environmental Specialist (01 Position)

Qualification / Experience

  • Master’s degree in Environmental Engineering, Environmental Sciences or a related field from a recognized university. Specialization in zoology shall be preferred.
  • At least 05 years of relevant experience in Environmental Impact Assessments (EIAs), Environmental Management Plans (EMPs), Environment, Health, Safety, and Quality (HSE&Q) planning/design, implementation, training, monitoring, and evaluation of HSE&Q-in the water and sanitation sector or other relevant large infrastructure projects. Relevant work experience in critical habitat assessments, biodiversity management, with the World Bank, other multilateral organizations, and donors will be considered an added advantage.

c) Social Development Specialist (02 Positions)

Qualification / Experience

  • Master’s degree or above in social sciences (e.g. development studies, sociology, human geography, urban studies, anthropology or any relevant subject) from a recognized university.
  • At least 05 years or above of experience including but not limited to working with communities, community mobilization and engagement. Relevant experience in the preparation of, or assisting in the preparation of, community or stakeholder engagement/mobilization strategies or plans, participatory development plans. Experience in resettlement management, implementation of social safeguards and preparation of, or assisting in the preparation of, at least 5 resettlement plans for infrastructure projects Experience in urban settings would be an advantage. 
  • Prior experience of working on resettlement and/or social risk management in IFIs-funded projects is an added advantage

d) Junior Financial Management Specialist (01 Position)

Qualification / Experience

  • At least a Minimum Bachelor’s degree in Accounting, Finance, Commerce, or a related discipline from a Higher Education Commission (HEC)-recognized university. A Master’s degree or professional certifications such as CA (inter), ACCA (Part-Qualified), or ICMA will be an added advantage
  • At least three years of relevant experience in financial management, accounting, budgeting, or audit, preferably in public sector or donor-funded projects. Familiarity with financial management practices of World Bank or other multilateral development partners will be highly desirable.

6. The consultant shall be selected in accordance with (Section-VII Open Competitive Selection of Individual Consultants of World Bank’s Procurement Regulations for IPF Borrowers (July 2016 and Revised November 2017, August 2018, November 2020 and September 2023).

7. Interested consultants may submit their Expressions of Interest in the form of Covering Letter along with CV and supporting documents through courier to the Project Director PIU (KWSSIP) on the address mentioned below, latest by 05th September, 2025 during office hours.

8. The candidates are required to mention the position applied for in the subject of their Covering Letter.

9. The successful candidates will be offered market-based remuneration package. The successful candidates for the positions of Environmental Specialist and Social Development Specialist will be employed for a period of Two (02) years whereas Junior Financial Management Specialist for a period of One (01) year (Extendable on the basis of Satisfactory Performance).
