Assignment Title: Consulting services for the technical supervision of the construction and reconstruction of the water supply and sanitation system in Surkhandarya

The Ministry of Economy and Finance has received financing from the World Bank and Asian Infrastructure Investment Bank toward the cost of the Medium-Size Cities Integrated Urban Development Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include conducting technical supervision during the construction and reconstruction of the water supply and sanitation system in Surkhandarya region, with estimated level of effort (195 professional staff-months). Expected start date of assignment is January 5, 2026 with implementation period not less than 27 months.

The Project Implementation Unit (PIU) of the Medium-Size Cities Integrated Urban Development Project (the Client) under the Ministry of Economy and Finance of the Republic of Uzbekistan (implementing agency of the Project) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- General experience in handling water supply/wastewater engineering consulting contracts in the field of design and construction supervision as a leading consulting firm for the last fifteen (15) years;
- Experience in construction supervision of the construction and reconstruction of sewerage systems of at least two (2) facilities completed in the last 5 years, including networks and treatment facilities with a capacity of at least 5,000 mÂł/day;
- At least two (2) construction supervision contracts within the last five (5) years, with a combined total contract value for consulting services of at least US$1.5 million.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017, July 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a
sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Quality-and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
