Objective and Purpose of the Assignment
The Asian Development Bank (ADB) is advancing Water and Youth activities under the Water and Urban
Development Sector Office (SD2-WUD) and the Agriculture, Food, Nature, and Rural Development Sector
Office (SD2-AFNR) to strengthen meaningful youth engagement in water-related development and across ADB
operations. As part of this effort, a communications and events coordinator will be engaged to lead the
development and implementation of an outreach strategy that supports the visibility, uptake, and
institutionalization of MYE across ADB operations and with external partners.
Scope of Work
The objective of this consultancy is to design and deliver a strategic outreach strategy plan that
aligns with and amplifies the impact of water and youth activities, supports internal and external
engagement, and translates complex knowledge into accessible formats for diverse audiences.
Detailed Tasks and/or Expected Output
The consultant will be responsible for the following tasks:
COMMUNICATIONS
- Develop a strategic outreach plan for Water & Youth in ADBs operations, tailored for both internal and
external stakeholders - Create and disseminate communications collateral (e.g. infographics, explainer guides, digital and
social media content, presentations) tailored to key audiences such as project team leads, developing
member countries, financing partners, and ADB leadership - Coordinate with ADB’s communications teams to align messaging and leverage existing platforms,
following ADB guidelines - Support the development of a youth engagement narrative that positions MYE as a strategic value-add
in water operations - Translate technical and strategic content into accessible formats for youth, civil society,
governments, ADB staff and non-specialist audiences - Coordinate and contribute to the development of a Water and Youth Award and other visibility
initiatives - Support the dissemination of evidence and knowledge products developed
- Advice on internal communications mechanisms (e.g. Teams channels, SharePoint sites, Accelerating
Innovation Approach) to support collaboration and resource sharing - Perform other functions as may be assigned from time to time
EVENTS COORDINATION
- Collaborate with the water and youth coordinator on the development of an events plan that includes
internal knowledge sessions, external engagement opportunities, and youth-led activities, including a
detailed program for the UN Water Conference 2026 - Act as liaison or point of contact between ADB and the UN Water Conference 2026 organizers and other
external collaborators - Support with arranging logistics for the events, as needed
KEY DELIVERABLES
- Strategic communications and knowledge translation plan finalized and approved
- Communications collateral package developed and disseminated (minimum 5 products)
- Events plan created, including at least 2 internal and 2 external events including ADB at the UN Water
Conference - Youth engagement narrative and messaging framework developed
- Communications inputs in writing, visual design and storytelling provided to engagement materials
DURATION AND LEVEL OF EFFORT
- The consultancy will be for a total of 30 working days
- 15 October 2025 – 30 March 2026
REPORTING AND COORDINATION
- The consultant will report to the Water and Youth Lead and work closely with the Water and Youth
Strategy Coordinator, Youth Anchor, and ADB’s communications teams. Coordination with CCSD-CCFE and NGOC
will be required for cross-departmental alignment.
Minimum Qualification Requirements
- Minimum relevant experience of 2 years in communication
- Maximum of 8 years of working experience
- A degree in communications
- Proven experience in strategic communications, in development, water, or youth sectors
- Proven experience with visual design of flyers, presentations, infographics and other communication
materials - Strong writing, editing, visual storytelling and design skills
- Experience in event design and planning
- Ability to translate technical content into accessible formats for diverse audiences
- Innovative proactive mindset, creativity and out-of-the-box thinking skills
- Strong interpersonal and collaborative skills
- Familiarity with ADB operations and communications protocols is an asset
- Fluent in English is required
Minimum General Experience: 3 Years
Minimum Specific Experience (relevant to assignment): 2 Years
