Job Advert Summary
Rand Water Services, a subsidiary company of Rand Water is looking for a Chief Executive Officer. Reporting to the Rand Water and the Board of Rand Water Services, the role will provide strategic direction, leadership, risk assurance and accountability of RWS operations towards achieving the Shareholder mandate to deliver forward-looking water & sanitation services and achieve the Company’s financial sustainability.
Minimum Requirements
- Minimum: Appropriate Recognized Degree at NQF Level 8 in Commerce, Accounting, Engineering Sciences, Natural Sciences or equivalent.
- Desired: A Master’s Degree in Business, Engineering or Public Administration (e.g. MBA, MBL, MSc or equivalent qualification at NQF Level 9). Recognised membership by a professional body (e.g. ECSA, SACNASP, SAICE, IODSA, etc).
- Minimum: Strategic leadership and relevant senior management (15+ years) experience in a similar or related environment such as Rand Water.
- Desired: Proven experience (3-5 years) interfacing at Executive and Board level, preferably in the water or public utilities sector. Proven track record in Business Development and/ or establishing an entity/ business enterprise.
Primary Duties
- The Chief Executive Officer – Rand Water Services (CEO – RWS) is accountable for ensuring that RWS complies with its mandate as per the Companies Act, Water Services Act and applicable legislative frameworks in pursuance of the Shareholder mandate, new market opportunities for revenue generation and infrastructure roll-out.
- Overseeing the compilation of RWS long-term strategy, multi-year business plan and operating model, including the subsequent alignment of the organizational performance to the agreed Subsidiary’s Balance Scorecard targets and implementation of Board Resolutions.
- Appraise the Board of Directors on RWS strategic direction, organizational performance and sustainability of the subsidiary.
- Create a strong RWS value chain and drive inorganic growth initiatives in pursuance of Water Re-use, Water Demand Management, Catchment Management, Improving Regional Bulk Infrastructure and Municipal Support Services.
- Drive fit-for-purpose organizational innovation to provide sustainable water and sanitation solutions aimed at increasing revenue streams for the institution by attracting water infrastructure investments and leveraging Public-Private Partnerships (PPP) opportunities.
- Raise RWS profile as a preferred professional service provider responsive to on demand market workstreams and business opportunities.
- Undertake broader stakeholder engagements to maintain shareholder confidence and improve business efficiencies.
- Drive and oversee sustainable change management programmes to achieve broader organizational effectiveness.
- Identify organizational interventions and deploy appropriate resources to respond to the Subsidiary’s Risk Register and emerging risks as well as changing environmental demands.
- Support the Shareholder and the RSA government on the implementation of water related Africa Missions.
- Drive digital and innovative solutions focusing on forecasting and back casting long-term water and sanitation service delivery and future scenario planning .
