WASH and Infrastructure Team Leader

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

POSITION PROFILE

Overall purpose of the role:

The WASH & Infrastructure Team Leader is responsible for leading and managing all Water, Sanitation, and Hygiene (WASH) activities under DRC’s intervention. The role ensures the effective design, implementation, monitoring, and evaluation of high-quality WASH programs that meet the needs of vulnerable communities. It involves providing technical guidance, managing staff, ensuring program quality and compliance with donor requirements, and fostering collaboration with stakeholders.

DUTIES & RESPONSIBILITIES

 To achieve the overall and specific position’s objectives the job holder tasks and responsibilities include, but are not limited to:

Management

  • Ensure effective planning and quality implementation of the sector/support activities
  • Lead and manage the team (including people planning, performance, well-being and development)
  • Ensure daily monitoring of area
  • Provide technical support and inputs
  • Manage procurement, track progress, and ensure donor compliance.
  • Reporting
  • Supervise WASH staff, mentor team members, conduct performance reviews, and build team capacity.

Programming & Operations

  • Ensure efficient and effective program implementation while following the budget and work plan
  • Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors
  • Lead the team in carrying out monitoring and evaluation exercises.
  • Oversee all WASH components (water supply, sanitation, hygiene promotion, emergency WASH), review designs and BoQs, and apply international best practices.
  • Lead emergency WASH interventions, coordinate with other responders, and ensure timely services.

Coordination and representation

  • Collaborate with relevant internal and external technical experts on sector relevant issues
  • Represent DRC at meetings and other relevant technical coordination meetings
  • Ensure integration with other DRC sectors

Project development

  • Develop project plans and budgets for funding
  • Lead needs assessments, contribute to proposal development, align activities with strategic and donor goals, and ensure design standards
  • Develop projects tools
  • Project implementation and reporting
  • Monitor and evaluate projects

Logistics/Finance

  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas
  • Initiate procurements and ensure their execution
  • Ensure distribution plans are prepared and shared with logistics in a timely manner

As Team Leader the post-holder is responsible for the following:

  • Accountable for people management of employees, usually working in the same area of work
  • Accountable for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented on time
  • Hiring and termination of employees and conducting performance appraisals (closely overseen by the next-level manager)

Required experience and competencies:

  • Minimum 3 years of management experience at a mid to senior lev
  • el, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority
  • Minimum 3 years of practical experience in sector area working for an INGO
  • Proven management skills and a competence in people management
  • Commitment to learning and implementing organizational policies and procedures.
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Full professional proficiency in English
  • Field experience 

EDUCATIONAL QUALIFICATIONS

  • University degree in Water Engineering, Civil Engineering, or Environmental engineering or Public Health

LANGUAGES  

  • Good English communication skills
  • Arabic
