The Role: 

The Asset Operations function forms the cornerstone of service delivery to customers, protecting the environment and meeting regulatory standards as well as managing the majority of operational expenditure. The Asset Operations function has responsibility for operational and maintenance strategy, policies, planning and standard operating procedures for Water and Wastewater operations both nationally and regionally, ensuring that value for money and customer service is delivered. 

Within Asset Operations, the Integrated Operations Management (IOM) functional area monitors the performance of the asset base via telemetry and reporting systems in order to direct, control and monitor operational activities using improved information and integrated knowledge to enable confident, effective decision-making aimed at protecting service to our customers on a 24/7/365 basis.

The IOM functional area delivers a key role in ensuring that risk is mitigated, and frontline operations staff are provided with leading insights and support to assist in delivering safe and consistent services to Customers. The National Operations Management Centre (NOMC), which is located in Colvill House is responsible for providing centralised and standardised oversight of the operation of Uisce Éireann Assets on a 24/7/365 basis.

The National Operations Management Centre Lead reports directly to the National Operations Management Centre Manager and will manage and direct the day-to-day NOMC activities and communications to ensure alignment and co-ordination across internal and external teams. The role will drive and embed within the NOMC a high-performance culture, excellent Customer Service, a continuous improvement mindset and maintain a quality focus in all aspects of work. The NOMC Lead will drive the development and implementation of processes and procedures to ensure effective and appropriate alarm management and supporting activities associated with central oversight of Uisce Éireann Assets.

Main Duties and Responsibilities:

  • Manage and direct the day-to-day activities of the NOMC, ensuring delivery of outputs and objectives
  • Manage and conduct the performance management and people management processes within the team
  • Manage the resourcing within the team, ensuring adequate capacity and skills/expertise to meet business requirements and to execute duties
  • Develop and assist in the implementation of an alarm and events management philosophy for Asset Operations
  • Develop and implement NOMC and alarm management work processes and procedures working closely with all stakeholders
  • Have a good understanding of the latest Uisce Éireann standards, objectives and strategies and ensure the NOMC team and the alarm management programme support these 
  • Provide leadership and commitment to the NOMC and other relevant Uisce Éireann programs and initiatives that will yield increased coverage and provide value to the organisation
  • Develop and establish metrics and insight reporting to ensure NOMC alarm management programme is achieving the defined goals and objectives, and ensure periodic review and reports of these metrics
  • Drive and develop NOMC insight reporting for customers and stakeholders, collaborating closely with the supporting Uisce Éireann teams and functions
  • Manage and direct the NOMC team to ensure the effective and appropriate operationalisation and adoption of current and future systems, including Telemetry
  • Drive the evolution towards and implementation of ways of working within the NOMC to support an Intelligent Control Centre approach.
  • Manage and direct the NOMC to provide supporting activities and reporting required by Asset Operations and other teams
  • Identify key stakeholders and build and maintain strong collaborative relationships with them
  • Always maintaining a focus on high quality, value driven outputs that deliver on customer needs and expectations
  • Drive and embed a positive culture of continuous improvement across all aspects of NOMC operation, including processes.
  • Other duties as requested from time to time

General Duties and Responsibilities

  • Collaboration with key internal stakeholders across the UÉ business
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
  • Support the promotion and delivery of relevant Operations health and safety commitments.
  • Other duties as required.

Knowledge, Skills and Experience:

  • Relevant third level qualification and or accreditation is desirable 
  • A minimum of 5 years relevant experience is required. Experience in the water, utilities or similar industries is desirable 
  • We work better together – proven experience of line and performance management duties, resulting in high performing individuals and teams
  • Deep technical knowledge of Telemetry systems, alarm management and SCADA systems 
  • Strong computing, IT and reporting skills, with knowledge and experience in Excel, SharePoint, Power BI and databases preferred.
  • We do the right thing – understanding of industry standards and corporate governance requirements
