Objective and Purpose of the Assignment

Background

The proposed Delhi Water Supply Improvement Project in Wazirabad Command Area is being prepared in close
coordination with the Government of National Capital Territory of Delhi (GNCTD) and the Delhi Jal Board
(DJB), following strategic consultations held between April and August 2025. The project supports GNCTD’
s long-term vision for urban water sector transformation, focusing on continuous pressurized water
supply, wastewater reuse, biosolids management, and institutional strengthening. ADB and DJB are
finalizing the Project Preparation Report (PPR) for submission to the Department of Economic Affairs
(DEA), with key components as follow: (i) water supply infrastructure upgrades, (ii) wastewater reuse
systems for high-demand sectors, and biosolids valorization, and (iii) institutional strengthening. The
project will also strengthen procurement readiness and implementation capacity. This TOR is part of the
preparatory actions to ensure timely and effective preparation and implementation of the proposed
investment.

Objective and Purpose of the Assignment

The consultant will support and coordinate (i) technical, financial, environmental, and social due
diligence for water and wastewater management investments proposed for ADB financing, and (ii) advanced
project readiness actions including procurement planning and bidding, DPR updates, preparation of Terms
of Reference, and recruitment of Technical and Project Management and Supervision Firms, as well as
support for implementation arrangements. The consultant will be responsible for coordinating the various
TA teams and will serve as an advisor to ADB’s project team for specific ensuing projects, including
coordination of other individual experts and inputs of information to loan documents. The Project
Management Specialist will ensure that necessary preparatory work is conducted and will prepare the
documents required for project processing, including advance actions, in accordance with ADB’s
guidelines and requirements as appropriate. The consultant will also support evaluation of consultant
proposals and advise on project-specific challenges in coordination with ADB and DJB teams.

Scope of Work

The Consultant will work closely with ADB, DJB (the implementing agency), and other experts to support
project preparation and readiness for the proposed DWSSIP.

Detailed Tasks and/or Expected Output

Key tasks include:

(i) Project Coordination and Documentation
– Serve as the liaison between ADB and DJB to coordinate and prepare key project documents,
including initial concept papers, ensuring alignment with ADB and government policies.

(ii) Costing, Financing, and Procurement Planning
– Assist in preparing and updating cost estimates, financing plans, and procurement plans in line with
project scope and timelines.
– Draft and update the Strategic Procurement Plan (SPP), as per Annex 1, and Procurement Plan (PP),
including detailed packaging information.

(iii) Procurement Process and Documentation
– Prepare and review procurement documents such as bidding documents, Terms of Reference (TORs), and
documents required for contract awards and contractor/consultant mobilization.
– Support DJB in procurement activities, including preparation and review of bidding documents, bid
advertisement, response to bidder queries, organization of bid openings, and evaluation of technical and
financial bids
(covering at least 50% of civil works contracts or 30% of the total project cost required for
loan negotiations) and preparation of bid evaluation reports.
– Coordinate with ADB to obtain no-objection during bid evaluation and contract award stages.
– Manage all procurement-related activities and documentation to ensure timely and compliant
implementation.
– Ensure environmental and social safeguard requirements are integrated into bidding documents and
bills of quantities, in coordination with safeguard specialists.
– Assist with consultant engagement and ensure implementation readiness.

(iv) Consultant and Expert Engagement
– Assist in recruiting and coordinating experts or consultants for updating preliminary engineering
designs, development project reports, and other documents essential for project processing and readiness.
– Work closely with ADB’s procurement specialist to ensure alignment with ADB procedures and provide
inputs on packaging, TORs, and evaluation processes.

(v) Implementation Readiness and Monitoring
– Support the ADB project team in drafting the Project Administration Manual through consultations with
DJB.
– Coordinate input from other TA team members, provide technical input, and ensure quality control of
reports and deliverables.
– Participate in ADB review missions and provide input on project preparation progress.
– Provide regular updates to ADB on procurement progress and other relevant matters.

Minimum Qualification Requirements

The Consultant shall have a Bachelor’s or Master’s degree in any relevant discipline such as
engineering, architecture, project management, economics, finance, or related fields. He/she will have
at least 15 years of relevant experience including procurement, preferably in leading similar ADB-
financed or donor-funded projects in the South Asia/Asia region, especially India.
