Objective and Purpose of the Assignment

The Water Supply and Sanitation Specialist will provide technical expertise and guidance to support the
development, implementation, and operation of PPP projects in water supply and sanitation systems. The
expert will work closely with the PPP Center, other government agencies, private sector partners, and
other stakeholders to ensure that PPP projects are well-designed, efficiently implemented, and
effectively operated to achieve reliable water sourcing, treatment, distribution, and wastewater
management.

Scope of Work

The Water Supply and Sanitation Specialist will be tasked to assist the PPP Center and implementing
agencies in the evaluation of solicited and unsolicited proposals for water supply and sanitation
projects. This will include, among others, assisting in review and validation of the projects ensuring
that the project is not only technically viable but also environmentally sustainable, socially
acceptable, economically feasible, and aligned with applicable standards, and proposing solutions to
mitigate any negative impact on PPP projects.

Detailed Tasks and/or Expected Output

Detailed Tasks:

  • Provide technical advice and inputs in all aspects of the transport PPP project life cycle –
    development, approval, procurement, and implementation of solicited PPP projects, and evaluation,
    negotiation, approval, conduct of comparative challenge, and implementation of unsolicited PPP projects.
  • Assist the PPP Center and Implementing Agencies in the conduct of in-house business cases and pre-
    feasibility studies.
  • Assist in the review of parameters, terms and conditions and conduct due diligence in the review of
    the draft PPP contracts of unsolicited proposals.
  • Assist in the preparation or review of bid documents and PPP contracts, including the formulation of
    eligibility criteria related to the bidders’ technical experience and track record.
  • Assist in the evaluation of the bidders’ technical proposal vis-Ă -vis the technical, and operational
    viability requirements and minimum criteria prescribed in the tender documents.
  • Evaluate various options for structuring PPP projects covering water supply and distribution systems,
    septage management, and sewage treatment plants
  • Ensure that the due diligence assessment results and mitigating measures related to environment,
    social, and climate change adaption and disaster risk reduction (CCA/DRR) safeguards are integrated into
    the project.
  • Assist in the review and validation of conceptual/preliminary engineering design and cost estimates,
    demand projections and financial analysis
  • Assist in the validation of the minimum volumes required for water treatment supply, and estimation of
    the minimum design capacity for septage treatment facility;
  • Prepare and/or review the Minimum Performance Standards and Specifications (MPSS) and key performance
    indicators (KPIs) for the design, construction, operation and maintenance of water supply and sanitation
    projects.
  • Review and provide comments on laws, regulations, policies, working papers, sectoral guidelines, and
    knowledge products being prepared and/or reviewed by the PPP Center.
  • Prepare research papers on relevant PPP topics, as may be assigned by the PPP Center.
  • Provide in-house consultation services to PPP Center staff, in particular the project officers
    assigned to the Project Development Service (PDS) on specific project-related PPP issues.
  • Liaise with the concerned Implementing Agencies in the conduct of the above tasks as well as with
    other relevant government agencies, organizations, and stakeholders if necessary.
  • Provide training and capacity building programs for the PPP Center and implementing agencies on water
    and sanitation projects.
  • Carry out other tasks that would be assigned by the PPP Center from time-to-time.

Deliverables:

  • Inputs/comments to terms of reference, business cases, pre-feasibility and feasibility studies,
    unsolicited proposals, tender documents and PPP contracts, Minimum Performance Standards and
    Specifications and key performance indicators, etc.
  • Knowledge sharing/capacity building sessions on environmental and resettlement aspects of the projects
    to PPP Center and implementing agencies.

Reporting and Administrative Requirements:

  • Quarterly Progress Report. Prepare quarterly progress reports which details the progress of
    deliverables, activities and tasks for the given period, ensuring compliance with established guidelines
    and timelines and issues encountered and how it was addressed accordingly.
  • Consolidated Annual Reports. Prepare annual progress reports which details the progress of
    deliverables, activities and tasks for the given period, ensuring compliance with established guidelines
    and timelines and issues encountered and how it was addressed accordingly.
  • Progress/Status Report. Submit a progress/status report that may be necessary or required by the PMU
    and/or PPPC and/or ADB Mission for specific related assignments.
  • Due Diligence Report. Submit a due diligence report that may be necessary or required by the PMU
    and/or PPPC on specific related matters.
  • Technical Report. Submit a technical report that may be necessary or required by the PMU and/or PPPC
    on specific project or related matters.

The consultant will report to the Executive Director and/or Deputy Executive Director/s of the PPP
Center (or another person specifically designated by the same) and ADB’s Project Officer. The consultant
will also submit a monthly report of his/her activities to the PPP Center to be attached to his/her
timesheet. The consultant shall execute a non-disclosure agreement with the PPP Center on all
materials/information discussed/obtained during the course of the engagement and shall adhere to the
Data Privacy Act and the PPP Center’s Data Privacy Policy. The PPP Center and ADB reserve the right to
review the consultant’s performance from time to time and pre-terminate the consultant’s contract in the
event he/she fails to achieve at least a “satisfactory” rating at any time during the duration of the
contract.

Minimum Qualification Requirements

The selected consultant must have a master’s degree either in engineering, hydrology, or other related
disciplines. He or she should have at least six (6) years of demonstrated experience in the development
and operations of water resource projects including bulk water supply and distribution systems, septage
management, sewerage treatment plants. He or she must have worked or practiced in the water development
sector, financing structures of water projects, regulatory analysis. He or she must be knowledgeable in
the regulatory framework of the water sector in the Philippines. He or she should also be knowledgeable
about the laws, codes, and technical and environmental standards applicable to water supply projects.
