The British Embassy in Rabat invites applications for the position of Just Transitions for Water Security Facilitator under the Energy, Climate and Environment Directorate (ECED), job grade Executive Officer (EO) on a fixed-term contract of one (1) year.

The Just Transitions for Water Security Facilitator will play a central role in delivering the UK’s flagship Just Transitions for Water Security Programme in Morocco. They will coordinate national stakeholder engagement, provide technical policy support on water governance and climate resilience, and ensure programme coherence across the Water Resilience Tracker (WRT), Fair Water Footprints (FWF), and Resilient Water Accelerator (RWA) initiatives.

Reporting to the British Embassy’s Climate Lead and ECED’s Sustainable Water and Food Systems Team, they will build strong relationships with Moroccan government, civil society, private sector and international partners to ensure delivery of sustainable, climate-resilient water security interventions aligned with UK and Moroccan priorities.

Duties and responsibilities:

Programme Coordination (30%)

  • Coordinate three core initiatives (WRT, FWF, RWA) and Monitoring, Evaluation and Learning (MEL) activities to deliver integrated programme outcomes.

Stakeholder Engagement (25%)

  • Build and manage relationships with Moroccan government agencies, civil society, investors, and development partners.

Policy Support & Dialogue (20%)

  • Support and inform policy development, negotiations, and country-level governance mechanisms; participate in steering committees.

 Monitoring & Reporting (10%)

  • Track delivery progress, emerging evidence and lessons learned; report to BE Rabat and ECED.

Strategic Alignment (10%)

  • Ensure local coherence, align with political economy context, and identify opportunities for collaboration with other donors.

Ad-hoc Water Security Lead (5%)

  • Support the Embassy on broader water security issues in Morocco and Maghreb, including political, economic, and climate trends.

The above list is not exhaustive, and the jobholder will be required to be flexible as specific responsibilities could change in the future, and this would be at the discretion of the line manager. The job description may be reviewed to meet changes in business needs. The jobholder may also take on other ad hoc tasks as required.

  • Understanding of water security, climate resilience or related technical areas.

  • Proactive, resilient and collaborative attitude.
  • Ability to work autonomously.
  • Confident and clear communicator and fluent in English both verbal and written, and proficiency in at least one of French, Moroccan Darija or Modern Standard Arabic. Able to express ideas and messages clearly and concisely and adapt communication so others can understand.

Desirable qualifications, skills and experience  

  • Experience working with governments on policy reform.
  • Experience managing complex programmes in politically sensitive contexts.
  • Experience coordinating international donor or multi-stakeholder initiatives

Eligibility:

If you are selected for this position, the Embassy will be able to employ you as long as you:

  • Have the right to work and live in Morocco and
  • Receive the appropriate level of standard security clearance.

Working hours and remuneration:

The Embassy aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable gross salary of MAD 25,793 per month. However, employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.

The package includes a good level of medical insurance, 21 days of annual leave (calculated on pro rata basis) plus 14 public holidays, access to on-site swimming pool, tennis court and gym facilities.

There are no other allowances payable as part of this package. No accommodation nor relocation expenses are payable in connection with this position.

The contract will be for a full-time employment, on a fixed-term contract of one (1) year, subject to one (1) month probation period.

Conditioned working hours for the position are 38 hours per week. Normal office hours are from Mondays to Thursdays from 08:00-16:15 and Fridays from 08:00-13:00.

Flexible working arrangement may be considered based on operational requirements and agreement with the line manager, and in line with FCDO and Embassy policies. Independent working will be evaluated as a behaviour in interviews.

The Embassy and the FCDO have a strong commitment to learning and development, and all staff are required to agree on a learning and development plan with their line manager to keep track of their learning objectives and journey. The jobholder will also be required to undertake a number of mandatory training courses as part of their role.Additional information
