The Idaho Department of Water Resources (IDWR) has an exciting opportunity for a natural resource professional who wants to impact Idaho water issues.
The Idaho Department of Water Resources (IDWR) seeks a Water Resource Agent, Principal, with strong customer service skills, attention to detail, and the desire to work in a team environment. This position will act as the liaison between the Adjudication Section in IDWR’s State Office and regional staff working on the Bear River Basin Adjudication (“BRBA”) by coordinating technical, operational, and administrative duties for the BRBA. Though based out of the State Office in Boise, the successful candidate that fills this role will be required to travel to southeastern Idaho on a regular basis.
Example of Duties
- Prioritize, coordinate, and implement program activities related to the BRBA, with minimal supervision;
- Work with State and Regional office staff to plan and organize public outreach events such as remote workshops in connection with mailing commencement notices and mailing of preliminary recommendations in the BRBA;
- Assist the public in all aspects of the adjudication process, including filing water right claims, and filing motions with the presiding court;
- Conduct field examinations to evaluate beneficial use of water;
- Assist with quality review of recommendations prior to mailing Director’s Reports;
- Train adjudication staff members in various aspects of the adjudication process;
- Collect and evaluate water use evidence – including historical documents, field
observations, direct measurements, and photographic imagery;
- Draft water right recommendations consistent with Idaho water law;
- Write technical reports for use in Idaho water right adjudication;
- Respond to inquiries from the public about water rights, water appropriation, and adjudication records and processes;
- Lead efforts in development and testing of new and existing software applications used by the adjudication section staff;
- Maintain accurate and updated adjudication records in connection with approved permits, transfers, and ownership changes;
- Act as a Department representative for the resolution of contested sub-cases; may testify in court;
- Develop training resources and assist with updating adjudication administrative memorandums;
- Draft press releases, in connection with IDWR’s contract PIO, about BRBA milestones;
- Update the BRBA webpage with current news and activity.
Minimum Qualifications
· Good knowledge of hydrology and hydrogeology as they relate to surface water, ground water, and evapotranspiration.
· Experience applying the prior appropriation doctrine in water administration or water right adjudication.
· Experience interpreting, applying, and explaining local, state, or federal laws and rules.
· Experience completing multiple tasks such as data collection, research, analysis, and report preparation for natural resource protection or management purposes in a regulatory agency, professional consulting, or industrial setting.
· Experience determining a system’s water diversion and conveyance capacity, including pump systems.
· Experience interpreting maps, survey plats, aerial photography, or satellite imagery or experience using geographic information systems.
Desirable Qualifications
· Experience performing data management activities such as database development/and or maintenance, data collection, analysis, research, and conducting database queries using Microsoft Access or Microsoft SQL Management Studio
· Experience maintaining professional composure while interacting with angry, upset, or hostile customers
