Position Summary:
The Program Officer-Civil Engineer-Water Resource Development will play a pivotal role in implementing the Integrated Water Resource and Quality Management Program in Andhra Pradesh.

Integrated Water Resource and Quality Management Program in Andhra Pradesh
The project titled ‘Integrated Water Resource and Quality Management Program in Andhra Pradesh’ aims at addressing the challenges of water scarcity, drought, and water quality in two mandals (Yarragondapalem and Pullalacheruvu) of Prakasam district in Andhra Pradesh. Implemented by the Vijayavahini Charitable Foundation (VCF), supported by Tata Trusts, the program seeks to implement sustainable water management solutions that can significantly enhance the quality of life for underserved communities in Prakasam.

Brief Job Description:
1. Develop engineering designs for projects related to water conservation, rainwater harvesting, watershed management, soil conservation, and sustainable land use.

2. Conduct site assessments and feasibility studies to understand environmental conditions and resource availability.

3. Prepare detailed project plans, including technical drawings, cost estimates, and work schedules.

4. Supervise the construction of civil infrastructure such as check dams, water supply systems, soak pits, irrigation channels, and other natural resource management structures.

5. Monitor and evaluate the progress of projects to ensure timely completion within budget and quality standards.

6. Ensure compliance with environmental regulations and sustainable practices in all project activities.

7. Work closely with government agencies, community groups, contractors, and other stakeholders to ensure smooth project implementation.

8. Provide technical support and capacity-building training to local communities on sustainable natural resource management practices.

9. Plan and manage initiatives related to soil and water conservation and watershed development, and integrate climate-resilient practices into natural resource management strategies.

10. Prepare regular progress reports, technical documentation, and impact assessments for internal and external stakeholders, and document best practices and lessons learned from the projects to inform future initiatives.

Key Deliverables
• Achieve an average increase in the groundwater table in target areas.
• Ensure households gain access to improved safe drinking/domestic water.
• Bring hectares of land under irrigation.
• Train VWSC members on water management and conservation practices.
• Enhance water storage capacity by liters/cubic meters through desilting of structures.
• Prepare and validate Water Security Plans and / Village Action Plans.
• Install community-level disinfection units (e.g., inline chlorination) in villages/hamlets.

Skills & Competencies
• Strong knowledge of civil engineering and NRM principles, particularly in the context of sustainable resource management.
• Need to possess a good understanding of WaSH projects and government schemes and have prior training experience.
• Familiarity with government regulations, environmental laws, and policies related to natural resources.
2. Have a good command of spoken and written English and local regional language (Telugu)
3. Possess excellent computer, interpersonal, analytical, and writing skills and the ability to work as a member of a team.

Experience:
Minimum 3-5 years’ experience with a proven track record of managing civil works related to water supply, sanitation, watershed management, or similar infrastructure.

Qualification
B.Tech/M.Tech in civil engineering/environmental engineering/water resource development with a specialization in hydrology is preferred.
