JOB DESCRIPTION
This position’s primary responsibility is to review permit applications and modifications for solid waste landfills and other solid waste management facilities to ensure all regulatory requirements are met in accordance with applicable laws and regulations. This is a restricted position. Continued employment is contingent on the availability of grant or non-general funds. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.
RESPONSIBILITIES
The person in this position will: Conduct thorough and technically sound review of solid waste groundwater monitoring plans, corrective action plans, and environmental monitoring data. Prepare draft permits, write public notices, attend public hearings and prepare a written response to public comments. Meet with applicants and/or consultants to discuss regulatory and technical requirements. Review construction quality-assurance documentation and perform follow-up inspections during and after construction.
QUALIFICATIONS
- Effective technical writing skills and the ability to independently read and interpret engineering plans and hydrogeology reports
- Knowledge of geology, hydrogeology, engineering fundamentals, soil mechanics, geotechnical testing, mathematics, chemistry, groundwater remedial technologies, and Federal and State Solid Waste Management Regulations
- Effective computer skills
- Excellent verbal & written communication and interpersonal skills
- Effective problem solving and decision-making abilities
- Combination of education, training, or previous experience in the fields of engineering, geology, or hydrology with specialized/advanced education, training, and/or previous experience in evaluation of groundwater monitoring systems, groundwater remediation technologies, sampling and analysis procedures, and geotechnical/geophysical procedures desired
- Licensure as a Professional Geologist desired
