The primary objective is to conduct a comprehensive Readiness Assessment of the Blue Economy Finance Mechanism.  The first task of this assessment is intended to provide strategic support to the MMA and other government agencies in their preparation for issuing a blue financial instrument that is optimally aligned with the country’s investment pipeline and specific needs. The assessment will enable the country to identify and select a suitable financial instrument that will effectively fulfil its requirements and contextual realities; ensuring a robust and sustainable approach to blue finance. Specifically; the assessment will conduct an exploratory evaluation of blue economy financing mechanisms; with a special focus on blue bonds and outcome bonds. For that purpose; the analysis will include the valuation of the current institutional and technical capacities; and examine Brazil’s Sustainable Bond Framework from the lens of the ICMA’s four principles: the use of proceeds; project evaluation and selection; management of proceeds; and reporting – while the Framework has already received a second-party opinion confirming its alignment with ICMA’s principles; this assessment will place a particular focus on how comprehensively the Framework addresses the blue economy; identify gaps in relation to blue bond or outcome bond issuance. Based on the selection of the country’s sustainable financial instrument; the second task will be analyzing:1.      Blue taxonomy framework: develop inputs for a bond framework such as the blue taxonomy and define eligibility criteria of blue economy investments; activities; and expenditures- this would also involve reviewing any other relevant taxonomy developments in the country to ensure harmonization.*         Identify a potential pipeline of blue investments to be supported by blue bonds and propose an interinstitutional coordination and stakeholder alignment mechanism.2.      Develop an implementation roadmap focused on the design and preparation of the bond transaction with clear deliverables and timelines for the most suitable financial product considering the investment pipeline; blue taxonomy and financial instruments developed.
