SCOPE OF WORK:

The Standing Rock Sioux Tribe is seeking a qualified individual to serve as a Hydrologic Technician within the Tribal Water Resources Department.  The incumbent will work as part as a team and independently. The incumbent will be under the Tribal Water Resource Administrator and under the direct supervision of the Water Quality Specialist with various duties related to water resource management, through the protection, preservation and compliance of the Tribal Water Code.

DUTIES AND RESPONSIBILITIES:

1. Responsible in defining and mapping resources and points of diversion for segmentation of each stream/river for the requirements for Water Quality Standards.
2. Responsible for conducting water quality sampling and testing of surface, ground and when requested drinking water resources using various testing and sampling equipment.
3. Assist in field investigations of surface and ground water users for possible pollution sources and/or violations of environmental laws.
4. Accompany/assist USGS Field Technicians when they are in the area checking stream gauging stations and collecting/recording monthly flow measurements on Oak Creek and the Grand River.
5. Installation of water meters from non-tribal vendors using tribal water for construction and irrigation, keep track of readings and use of meters.
6. Have knowledge of Tribal State and Federal laws that pertain to water quality, water rights, water permits, environmental laws and Standing Rock Sioux Tribe Water Code.
7. Have knowledge of and how the following acts pertain to water issues on Standing Rock:
   1. Safe Drinking Water Act
   2. Clean Water Act
   3. Resource Conservation and Recovery Act
8. Attend seminars/training on an off reservation in regards to water rights, environmental laws, water permits, GIS, water sampling, data analysis, etc. 
9. Responsible for completing habitat assessments three times a year, including flow measurements.
10. Responsible for completing fish consumption study biannually.
11. Responsible for conducting and completing wetland inventory.
12. Responsible for completing required tasks in order to obtain Treatment as State.
13. Responsible to maintain Chain of Custody form, Calibration logs, Field logs and vehicle logs.
14. Provide assistance to Water Quality Specialist in conducting outreach at local schools, community events and local district meetings.
15. Provide assistance to Water Quality Specialist in writing, updating and modifying the Quality Assurance Plan, Standard Operating Procedures and Monitoring Strategy Plan.
16. Responsible for entering all water quality data into Microsoft Excel, AWQMS and WQX.
17. Responsible for scanning all water quality data sheets as such but not limited to; chain of custody forms, lab reports and field notes into super file it.
18. Responsible to use and maintain specialized water testing and sampling instruments/equipment and download data from water sampling instruments in to computer.
    1. Maintaining in not limited to calibration, cleaning, storing, repairing and regular maintenance.
19. Responsible for supervising and teaching interns on the job duties/responsibilities.
20. Interact with Region VIII EPA office on Clean Water Act Section 106 Water Pollution Program and Treatment as State.
21. Responsible for submitting monthly reports to immediate supervisor.
22. Other duties as assigned. 

REQUIREMENTS:

1. Must have the ability to read/use topographical, geological and ownership maps.
2. Must be physically fit, as job requires incumbent to be in the field.
3. Must be able to use and maintain hydrologic testing equipment and sampling procedures as they are used.
4. Must attend training on Ambient Water Quality Monitoring Systems (AWQMS) for water quality data management.
5. Must follow QAPP, all SOPs and Monitoring Strategy Plan.
6. Must be familiar with Microsoft Excel, PowerPoint and Word.
7. Must have proficient verbal and written communication skills.
8. Will be required to practice and enforce confidentiality.

QUALIFICATIONS:

1. Must possess a four (4) year degree in Environmental Science from an accredited college with two (2) or more years of documented experience in environmental science. In lieu of minimum education requirement will consider two (2) year degree in Environmental Science from an accredited college with two (2) years documented work experience in environmental science field. 
2. Must possess two (2) years of experience with ArcGIS.
3. Must have working knowledge of water standard’s methods, sampling techniques and standard operating procedures necessary to carry out water monitoring, sampling, testing and analysis.
4. Be familiar with sample collection methods, chain of custody forms, quality control practices and quantitative analysis procedures.
5. Must maintain a valid driver’s license with proof of insurance and have experience with pulling trailers and boats.

No Tribal housing is available.  The position will be located at the Water Resource Department, Tribal Administrative Service Center, Fort Yates, ND.
