Preferred Qualifications | Minimum two (2) years’ experience or equivalent education and certifications and expertise to conduct CWA inspections and assessments on a large Federal facility.Possess or can quickly obtain appropriate certifications relevant to the requirements of EPA, OSHA, the State of Tennessee and the Commonwealth of Kentucky, including knowledge of water and stormwater regulationsExperience using Microsoft Office Suite for the development of supporting environmental analyses.Experience in using GIS software such as ArcGIS.Ability to gather facts, analyze and compare trends, draw conclusions, devise solutions to problems, and identify changes and trends related to comprehensive planning issues.Ability to communicate effectively in formal briefings and in general public meetings, and to prepare clear and concise written materials appropriate for different audiences. |
Job Description | Fort Campbell’s Water Quality Program is governed by the Safe Drinking Water Act (SDWA) and the Clean Water Act (CWA). The team member’s basic function will be to provide National Pollutant Discharge Elimination System (NPDES) permit coverage for stormwater discharges and environmental program support to enforce compliance with the CWA achieved through technical consulting, testing, inspection, discharge evaluations, monitoring, and review in support of Fort Campbell’s environmental compliance program. |
Job Duties | Technicians conducting the work on Fort Campbell should be experienced engineers or environmental technicians with a preferred minimum of three (3) years of experience or equivalent education and experience at military installations or other federal or state facilities. Candidate should possess or be able to quickly obtain certifications in the appropriate disciplines relevant to the requirements of EPA, OSHA, the State of Tennessee and the Commonwealth of Kentucky, including knowledge of water and stormwater regulations. In addition, Technician must be trained and certified, as applicable, in the State of Tennessee and/or the Commonwealth of Kentucky, to include International Erosion Control curriculum which includes Tennessee’s Fundamentals of Erosion Prevention & Sediment Control for Construction Sites, Design Principles for Erosion Prevention & Sediment Control for Construction Sites and the Stormwater Control Measures (SCM) Inspection and Maintenance Course. It is desired that partners have experience in the stormwater and water protocols and have strong skills in GIS database management.Technician will provide technical and environmental expertise in matters of environmental engineering compliance, pollution prevention and other technical expertise regarding the regulatory management of new water quality requirements. Personnel shall possess knowledge and skills associated with CWA requirements of EPA, State of Tennessee and the Commonwealth of Kentucky. Personnel shall possess training in the International Erosion Control curriculum which includes Tennessee’s Fundamentals of Erosion Prevention & Sediment Control for Construction Sites, Design Principles for Erosion Prevention & Sediment Control for Construction Sites and the Stormwater Control Measures (SCM) Inspection and Maintenance Course.Technician must have or be able to obtain their Erosion Prevention and Sediment Control (EPSC) certification within six months. The EPSC course is needed for construction and other erosion prevention inspections for the state of Tennessee and can be applied to Kentucky as well. |
