REQUEST FOR EXPRESSION OF INTEREST FOR THE SELECTION OF PROGRAM SPECIALIST (IRRIGATION)/INDIVIDUAL CONSULTANT

                        The Government of the Islamic Republic of Pakistan, represented by the Government of Balochistan has received financing from the World Bank toward the cost of the Integrated Flood Resilience and Adaptation Program (IFRAP) Project. It intends to apply part of the funds to cover eligible payments to hire the services of motivated, experienced, and energetic individual to work with the Project Implementation Unit as Program Specialist (Irrigation)/Individual Consultant.

1.Program Specialist IrrigationMaster’s / Bachelor’s (minimum sixteen years of education) in Civil Engineering, Water Resources Engineering/Management, or any other relevant discipline.A minimum of seven (07) years of post-qualification professional experience in irrigation and water management projects. Demonstrated experience in designing, implementing, and managing community-driven Irrigation infrastructure projects.Experience in Program management, MIS systems, & community development projects.Strong knowledge of sustainable water management practices and the ability to integrate these practices into various relevant activities under the componentExperience working in Balochistan or similar regions, with a deep understanding of local socio-cultural dynamics.Demonstrated knowledge of climate-resilient infrastructure design and flood risk management, with experience integrating climate change adaptation measures into irrigation or community infrastructure projects.Proficiency in local languages and an ability to engage effectively with local communities will be considered a significant advantage.

The individual consultant will be selected following the Open Competitive Selection Process stipulated in “World Bank: Procurement Regulations for Investment Project Financing Goods, Works, Non-Consulting and Consulting Services”, November 2020. The prospective consultants/experts are required to submit their Curriculum Vitae, best describing their qualifications and competence to undertake the assignment.
